I know that this doesn't have a date, but it may direct your searches a little better. The process is called "hair stripping". Certain types of dyes can't be stripped though. I.e. bleached hair is not "reversible". You can only dye it another color.

Roman times
Not a lot of help but the Romans used hair dye and bleach and hair dye removal techniques. There are some documents from the time complaining about the frivolity of it. Rome also had a law that prostitutes had to have yellow hair, so dyeing one's hair was somewhat scandalous.
