When you donate to PayPal Giving Fund to support a nonprofit, your name and the donation amount will be shared with both the nonprofit (if they are onboarded to Meta’s fundraising tools
) and PayPal Giving Fund. PayPal Giving Fund will also receive your email in order to send your donation receipt, provide support and complete the donation payment.
After you donate on Facebook, you may also have the option to share your email with the nonprofit to receive updates and other content from them not associated with your donation.

If your donation qualifies for a refund, you can reach out to Meta to request a refund from PayPal Giving Fund on your behalf. There are 2 ways to do so.
Use Messenger chat to ask for refund

on the left.

to start a chat.

At the bottom, click Get Started

Click Refunds
.

Follow the prompts and make the selections that are right for your situation.
After you finish the steps, there will be a message in chat letting you know that your request has been made.

: to complete the form, you may need to find the Payment ID for your donation. You can find the Payment ID in the in-app confirmation from Meta.

On your computer, open Refund for a nonprofit donation

Choose “I donated to a fundraiser.”
3.
Choose “Refund for my donation.”
4.
Choose the reason you’re asking for a refund.
5.
In the drop down, find the donation you want refunded.
If your donation is not in the dropdown, you will have to enter the Payment ID.
6.
Type a message about your donation.
7.
Select Send
.
After the form is sent a ticket will be sent to our support team. Check your Support Inbox for a response.

A donation made to PayPal Giving Fund to support a nonprofit through its Facebook Page or a fundraiser on Facebook may be tax-deductible. Since tax laws vary by country and region, you should consult a tax professional or review the laws for your area to determine whether a donation is tax-deductible.
After you make a donation, you will receive an official donation receipt from PayPal Giving Fund directly to your email. This receipt shows that you've made this donation as a charitable contribution and that you're not receiving any goods or services in return.
Note
: Meta will only provide a confirmation for donations which does not act as an official donation receipt that can be used for tax purposes. Donors can find donation confirmations by going to Orders and Payments in the Settings menu.

Choose who can see your donation
You can choose who will see your donation when you make it.

On Facebook, find the fundraiser you want to donate to.
2.
Click Donate.
3.
Enter the amount you want to donate.
4.
Set your privacy preference under “Who can see that you donated?” at the bottom.
5.
Enter your payment details.

We partner exclusively with PayPal Giving Fund to benefit nonprofits in the Australia, Canada, the United Kingdom, and the United States. PayPal Giving Fund receives donations and grants donated funds to benefiting nonprofits, based on their policies and terms in eligible countries.
How funds are distributed
Note
: You are responsible for complying with any applicable local fundraising laws.
When people donate to charitable causes, the money goes directly to PayPal Giving Fund. PayPal Giving Fund distributes donated funds to benefit nonprofits. All donated funds may be used by the benefiting charity on an unrestricted basis, regardless of any designations made by the donor or fundraiser creator.
Enrollment eligibility and country policy
Nonprofits do not have to be enrolled with PayPal Giving Fund to receive donations, however, nonprofits can enroll with PayPal Giving Fund to receive donated funds more quickly. Enrollment is free and eligibility is based on policies in each country. Learn more about enrollment eligibility

When funds are granted to nonprofits
Nonprofits enrolled with PayPal Giving Fund
: PayPal Giving Fund will distribute donated funds within 15-45 days. Payouts are issued on the 25th of every month in the US and the last day of the month for Canada, the UK, and Australia. You can learn more about how to enroll with PPGF

Nonprofits not enrolled with PayPal Giving Fund
: PayPal Giving Fund will distribute donated funds via check within 90 days.
Emergency response
: When there’s a natural disaster, humanitarian crisis, or other event that needs urgent action, PayPal Giving Fund may try to accelerate grants to nonprofits working on relief and recovery for those events.
When funds cannot be granted to nonprofits through PayPal Giving Fund
No response
: The organization didn’t respond to PayPal Giving Fund’s attempts to arrange delivery of the funds, or the check was returned or refused.
Nonprofit closed
: The nonprofit closed after the original donation or is no longer accepting donations.
Does not meet requirements
: The nonprofit does not meet the requirements of the Charity Certification Policy.
When PayPal Giving Fund cannot deliver funds to the nominated nonprofit, they will (whenever possible) ask donors to recommend another nonprofit. If the donor doesn’t respond, PayPal Giving Fund will reassign the funds to a similar nonprofit, as per the Donation Delivery Policy.

We do not support recurring donations at this time. Meta Payments, or your original payment processor, distributed funds on all recurring donations made until 5:00pm PT on October 31. All recurring campaigns and recurring donations have ended.

PayPal Giving Fund will provide donation activity reports to nonprofits that are enrolled with PayPal Giving Fund. Meta will continue to provide a limited transaction report in Nonprofit Manager but will no longer issue tax documentation.
Meta cannot guarantee the accuracy of these limited reports. They will not reflect donation payment processing details, including fees which are charged by a third-party payment processing partner, and should be used for informational purposes only.

The transaction or payment ID.
Charge time:
The time of donation, listed in Unix time.
Donation amount (sender currency):
The amount donated in the sender’s currency. Note that the donation amount is positive for donations and chargeback reversals and negative for refunds and chargebacks. The total amount you receive may be less than shown, as the donation amount shown does not reflect any payment processing fees charged by the third party payment processor.
Sender currency:
Currency the donation was made in.
Donation estimate (recipient currency)
: The estimated amount donated when converted to the recipient currency. Note: final payout amounts may differ based on currency conversions.

: Currency of the charity’s country.

Permalink:
This typically links to the fundraiser campaign. Note
: if the fundraiser is from a Facebook Page donate button, the permalink is the charity Facebook Page link. If the donation is from Instagram, the source will show Instagram.
Linked fundraiser type:
This is the associated fundraiser ID for fundraisers that have been shared between Facebook and Instagram. If you see a value in this line, it indicates that the user has shared the fundraiser across the platform and the donations have been synced between the two.
Challenge ID:
Facebook Challenges are a unique take on fundraising on the platform. This ID associates the group of fundraisers together.
Campaign owner PSID:
The unique Page-User ID pair of the Charity page and the user that created the fundraiser campaign.
Donor PSID:
The unique Page-User ID pair of the Charity page and the user that made the donation.
Charity ID:
The ID associated with the charitable organization on Facebook.
Campaign owner name:
The name of the person who created the fundraiser. Only shown for public fundraisers.
Matching donations:
Donations in this field may come from matches by a fundraiser creator or matches by Facebook for birthday gifts but do not include Giving Tuesday matching.

Eligibility for Facebook’s Fundraising Tools depends on which country/region your organization is based in. Nonprofits that apply and are approved may receive donated funds from PayPal Giving Fund. You will have access to all of the fundraising tools.

Accessing the application for Facebook's Fundraising Tools
To access the application, make sure that you are a Page admin for your nonprofit's Page, and your nonprofit Page meets the following requirements:
The address of the organization is included in the "About" section of the Facebook Page, with the map set to public visibility.
The Page's category is "Nonprofit Organization" or "Charity Organization" as the first option.
Page is published (and at least 2 days old).
Page has at least 1 post.
Has both a cover photo and a profile picture.
Follows our Community Standards
To be eligible, your nonprofit must:
Be registered with an acceptable registry for your country or region. Find a registry.

Only the admin for your nonprofit’s Facebook Page can complete and submit the applications. Incomplete applications can’t be saved. If you have to stop before you finish, then you’ll need to start over when you come back.

Saving application and who can submit
You cannot save partially completed applications. If you have to stop working on the application before you’ve submitted, then you’ll have to start over when you return.

Only the admin for your organization’s Facebook Page can complete and submit the application. Your charity must select PayPal Giving Fund to qualify for Facebook’s Fundraising Tools.

The ID must be an exact match to the ID that PayPal Giving Fund and the IRS has for your organization. This includes all characters, numbers, spaces, and hyphens.

Certify that the info is true and click Next.

Select your organization in the PayPal Giving Fund Organization Name dropdown.

Click Next.

After you submit your application, you’ll see a screen that thanks you for applying. Your organization’s Facebook Page will be reviewed as part of the application process. We make sure that what your organization posts follows our Community Standards.

You may receive requests from Facebook after you’ve submitted your application for further or clarifying information. If we reach out to you, we’ll send the request to the Support Inbox of your organization’s Facebook Page.
How long review takes:
If all information is complete, reviews can take up to 3 weeks from the date you submitted your application. Reviews can take longer if more information is needed.

Nonprofits can enroll with PayPal Giving Fund to receive their donated funds more quickly. Enrollment is free and eligibility is based on policies in each country. Learn more about enrollment eligibility.
For enrolled nonprofits, PayPal Giving Fund will distribute donated funds within 15-45 days. Payouts are issued on the 25th of every month in the US, and the last day of the month for Canada, the UK, and Australia.
For unenrolled nonprofits, PayPal Giving Fund will distribute donated funds via check within 90 days.

An eligible nonprofit that has a confirmed nonprofit PayPal account is automatically enrolled with PayPal Giving Fund and is eligible to receive donations with their PayPal account.
To sign up for PayPal Giving Fund:

Create a PayPal business account.
2.
Confirm the PayPal account belongs to a nonprofit.
3.
Eligible nonprofits will receive an email verifying that their nonprofit status has been confirmed with PayPal and will automatically be enrolled with PayPal Giving Fund.

You may be able to have your nonprofit removed from Meta’s platforms.
Eligibility for removal support
Due to legal regulations, we are only able to support those nonprofits asking to be removed from Meta’s platforms which are:
US-based
501(c)(3)

Note:
Requests for removal from Meta’s platforms must be made by an authorized representative of that organization.
You can request that your organization be removed from Meta’s Facebook and Instagram platforms, through this contact form.
You can also request to have your organization removed through PayPal Giving Fund.
Removal process
After you send us your request to be removed from Meta’s platforms, one of our agents will respond to your request and ask you to verify your organization’s identity.
Provide verification documentation
To verify your nonprofit, you’ll be asked to provide us with a minimum of one of the following types of documentation:
Utility Bill (must be a bill within the last 6 months)
Business license
Company Letter authorizing your role on company letterhead
Government Documentation. Example:
Tax documentation
Note:
Tax documents must be from the previous year’s filing
Certificate of Formation (within the last 50 years)
Article of Filing (within the last 50 years)
Your organization’s name and EIN number must match what Meta has on file for the organization. If the information doesn’t match, then we won’t be able to remove the organization from our platforms.
Be sure that your documentation:
Is clear, not blurry or creased
Is within acceptable timeframes
Provides all the relevant information
Blacks out any personal information
Our agents review
After we’ve received your documentation, our agents will review. They will be verifying that:
The requester is an authorized representative of the organization
All of the provided information matches our files
The organization is US-based
The organization is a 510(C)(3)
You’re notified with decision
When all of the provided documentation has been reviewed and a decision has been made, we will email you with that decision. If we are unable to remove the organization from our platforms, we’ll let you know what next steps are for continuing your request.
Requests are commonly denied because the:
Provided documentation was out of date
Information, like name or EIN number, provided didn’t match our records
Images of the documentation were unclear or blurry
You’ll be able to respond to the email with supplemental documentation.
After an organization is removed from Meta’s platforms by their own request:
All fundraisers for that organization will be ended.
All processed donations will be paid out from PayPal Giving Fund.
All unprocessed donations will be refunded to donors.
The organization will no longer have access to Facebook’s fundraising tools.
The organization will be able to access tools again if it’s in good standing with the IRS and all governing agencies.

Meta partners exclusively with PayPal Giving Fund (PPGF) for our fundraising products in the US, UK, Canada and Australia. In these markets, when you want to donate or raise money for a nonprofit, you will be donating to PPGF, which will then distribute donations to the benefiting organization.
Meta’s platforms offer an opportunity for nonprofits to reach and engage with new and existing supporters. Our partner for charitable giving, PPGF, has a robust history of helping people support their selected nonprofits.
Where we partner with PayPal Giving Fund
Meta partners with PPGF for fundraising on Facebook and Instagram in the United States, United Kingdom, Australia and Canada. We also partner with PPGF for fundraising on Facebook in Ireland.
How donations are handled
PPGF receives donations benefiting nonprofits and grants funds to nonprofits, subject to their policies
. All donated funds may be used by the benefiting charity on an unrestricted basis, regardless of any designations made by the donor or fundraiser creator.
PPGF payout timelines
Funds distributed by PPGF are paid out according to PPGF’s timelines. For PPGF-enrolled nonprofits
, PPGF distributes funds within 15-45 days. For nonprofits that are not enrolled with PPGF, PPGF distributes funds by check within 90 days.
Transaction reports
PPGF provides donation activity reports to nonprofits that are enrolled with PPGF. The reports provided by PPGF will include several key fields, including Payout Date, Donation Date, Program Name, Currency Code, Net Amount of the Donation, PayPal Transaction ID and more.
Meta provides a limited transaction report in Nonprofit Manager

Donations are made to PayPal Giving Fund, which grants donated funds to nonprofits according to PayPal Giving Fund’s timelines.
For PayPal Giving Fund-enrolled nonprofits, PayPal Giving Fund will distribute donated funds within 15-45 days after a donation is made. Payouts are issued on the 25th of every month in the US and the last day of the month for Canada, the UK, and Australia. For PayPal Giving Fund-unenrolled nonprofits, PayPal Giving Fund will distribute grants with a check within 90 days after a donation is made. However, there are a few reasons why grants might not be paid out.
Reasons nonprofits may not receive donated funds
No response:
The nonprofit didn’t respond to PayPal Giving Fund’s attempts to arrange delivery of the funds, or the check was returned or refused.
Nonprofit closed:
The nonprofit closed after the original donation or is no longer accepting donations.
Does not meet requirements:
The nonprofit does not meet the requirements of PayPal Giving Fund’s Charity Certification Policy.
When PayPal Giving Fund cannot deliver grants to the chosen nonprofit, they will, whenever possible, ask you to recommend another nonprofit. If you don’t respond, they will reassign the funds to a similar nonprofit, as per their Donation Delivery
policy.

Nonprofits may not receive donated funds from PayPal Giving Fund for several reasons.
PayPal Giving Fund hasn’t distributed the funds yet.
Enrolled nonprofits receive donations into their account on the 25th of each month. This includes donations received between the 16th of the previous month up to the 15th of the current month. Unenrolled nonprofits receive a check within 90 days from the date of donation. The check is sent to the nonprofit’s address on file with the IRS.
Outdated address or no address on file.
For unenrolled nonprofits, PayPal Giving Fund will send a check to the address listed with the IRS. If this address is outdated, you can update it with the IRS directly. If you enroll
with PPGF, you’ll receive payouts more quickly into your PayPal account.
Your nonprofit is no longer eligible.
Your nonprofit may no longer be eligible if it has lost its charitable status with the IRS or if your nonprofit has breached the terms of PayPal’s Nonprofit Certification Policy

We use data from the Candid network to verify nonprofits' current standing with the IRS, California Franchise Tax Board, and California Attorney General.
