3. Have there been any releases in the past 5 years that have resulted in an off-site impac t?
"Offsite" means areas beyond the stationary source's property boundary and "areas within the property boundary to which the public has routine and unrestricted access during or outside business hours".
4. Does the predicted impact concentration exceed the designated endpoint?
No
In other words, there must be no public receptors within the distance to an endpoint from a worst-case release. The term public receptors includes "offsite residences, institutions (e.g., schools and hospitals), industrial, commercial, and office buildings, parks, or recreation areas inhabited or occupied by the public at any time without restriction by the stationary source where members of the public could be exposed to toxic concentrations, radiant heat, or overpressure, as a result of an accidental release".
