HAGÅTÑA, Guam —Super Typhoon Champi passed close to southern Guam early Sunday, triggering a presidential emergency declaration, flight cancellations, and power outages. Visitors remain under instructions to shelter indoors. Early reports offer encouraging signs: most of Tumon’s Hotel Row retained electricity, major hotels prepared to accommodate stranded guests, and Guam Memorial Hospital maintained uninterrupted care. Damage assessments are pending, and authorities have not announced a timetable for normal tourism operations.
President Donald Trump approved Governor Lou Leon Guerrero’s request for federal emergency assistance, allowing the Federal Emergency Management Agency to coordinate resources supporting life safety, property protection, and public health.
What happened in Guam?
Guam Homeland Security and the Office of Civil Defense reported that Champi made its closest approach at approximately 4:26 a.m. on October 18, passing about 10 miles south of Merizo. Southern Guam bore the brunt of the storm’s damaging winds and heavy rainfall.
By the government’s 12:45 p.m. local-time bulletin, Guam remained in Condition of Readiness 1, with residents and visitors instructed to remain inside sturdy buildings. Officials warned that winds of 40–50 mph, gusting to 60 mph, could continue into the afternoon. Rain bands, flooding, and dangerous coastal conditions remained concerns. Initial damage assessments were being organized.
Tourism industry member describes relief after a frightening night
A member of Guam’s travel and tourism industry shared an early assessment with eTurboNews, expressing relief that the island may have avoided an even more destructive outcome.
In the account, lightly edited for clarity, the industry member said:
“It is morning now for Guam. Super Typhoon Champi now has the structure supporting Category 5 strength. Luckily, Guam was not affected by the eyewall, but has suffered moderate to significant damage. It experienced typhoon-force winds, but we have gotten the best-case scenario.”
This testimony represents the contributor’s personal assessment. The claims about Category 5 intensity, the eyewall’s position, and the extent of damage have not been independently verified for this report.
The description of a “best-case scenario” conveys relief relative to a potentially worse outcome. Official damage assessments were still pending, and authorities continued to warn that conditions remained dangerous.
Most of Tumon’s Hotel Row retains electricity
One encouraging early development for Guam’s tourism sector was the continued electricity supply to much of its main hotel district.
Guam Power Authority reported that the island avoided a system-wide blackout. At 9 a.m., approximately 51% of distribution feeders remained online, and most transmission lines supplying northern Guam remained intact.
Feeders serving most of Tumon’s Hotel Row, Guam Memorial Hospital, and other underground systems in Tumon and Tamuning remained online.
For tourism, this provides a useful foundation for recovery. However, electricity to a district does not establish that every hotel has normal water service, air conditioning, elevators, restaurants, or recreational facilities. Individual properties must confirm their operating conditions.
Are Guam’s hotels open?
Major hotel operators prepared to accommodate existing guests and travelers unable to leave. A comprehensive, verified list of hotels accepting new arrivals after the storm was not available in the information reviewed.
Before Champi’s arrival, the Marianas Business Journal reported that P.H.R. Ken Micronesia had prepared its properties to cater for guests for five to ten days following the storm. The company also offered a distressed-passenger rate for guests needing extended accommodation.
Its portfolio includes Hyatt Regency Guam, Hilton Guam Resort & Spa, Hotel Nikko Guam, Pacific Islands Club Guam, The Tsubaki Tower, and RIHGA Royal Laguna Guam Resort.
Dusit Thani Guam Resort was reported fully occupied and had closed bookings. Dusit also planned to inspect rooms for safety and water intrusion. These were pre-storm preparations rather than confirmation of each property’s condition after Champi.
Guam Visitors Bureau helps travelers stay informed
Guam Visitors Bureau’s visitor guidance emphasizes remaining inside hotels until COR 4is declared and following instructions from hotel staff.
Visitors are advised to shelter inside concrete buildings, stay away from windows, and avoid walking or driving during dangerous conditions.

The bureau’s 24-hour multilingual concierge service at +1 671 588-3030provides assistance with emergencies, translation, and airport, taxi, and transportation information. Its visitor safety guidance reflects coordination with Guam’s emergency agencies and the Guam Hotel and Restaurant Association.
This assistance is particularly relevant for international visitors facing cancelled flights, language barriers, or uncertainty over transport and accommodation.
What is known about injuries?
Guam Memorial Hospital Authority reported that patient care continued uninterrupted throughout the storm.
The hospital’s emergency department recorded three storm-related visits:
- A wind-related fall resulting in minor injuries.
- A medication refill because pharmacies were closed.
- High blood pressure while preparing for the storm.
These figures describe cases reported by the hospital and should not be interpreted as a final island-wide casualty count. The official updates reviewed did not establish a comprehensive total of injuries or fatalities.
Guam airport: cancellations continue
Air travel remains substantially disrupted.
The official A.B. Won Pat International Airport flight board showed October 18 cancellations involving United Airlines, Japan Airlines, and Korean Air, including connections with Tokyo, Seoul, Osaka, and Honolulu. Numerous early October 19 services were also cancelled.
Some later October 19 and October 20 flights remained listed as operating on schedule. Those future listings do not constitute a confirmed airport reopening announcement or guarantee that individual services will operate.
The airport advises passengers to check directly with their airlines and register for mobile notifications to avoid unnecessary trips to the terminal during unsafe weather.
What does the FEMA emergency declaration mean?
The presidential emergency declaration authorizes FEMA to coordinate federal assistance supporting Guam’s emergency response.
Local public radio reported that the declaration allows personnel, equipment, and other resources to be mobilized, with further assistance designations possible following requests supported by damage assessments.
Lieutenant Governor Joshua Tenorio emphasized directing available resources toward response and recovery, particularly in communities most affected by Champi.
Is Guam safe for visitors now?
At the latest official update reviewed, visitors were still instructed to remain sheltered. Authorities warned everyone to stay away from shorelines and out of the sea. Sightseeing, beach activities, and independent excursions should wait for official clearance and confirmation that particular locations are safe.
Travelers with imminent departures for Guam should obtain direct confirmation from their airline and hotel before starting their journey. Visitors already on the island should follow hotel instructions and official emergency updates.
A cautious but positive recovery outlook
Guam has several encouraging early indicators: its power system avoided total failure, much of the principal hotel district retained electricity, and major resorts had prepared to support guests through prolonged disruption.
Those conditions support cautious optimism about restoring visitor services. They do not yet provide a reliable reopening date.
The next milestones are official safety clearance, damage inspections, confirmed airline operations, reliable utilities, and safe access to tourism facilities. Even after COR 4 is announced, individual beaches, attractions, roads, and hotel amenities may require separate checks.
For now, Guam’s visitor industry is focused on caring for guests and providing practical information while the island establishes the extent of the damage. The foundations for recovery are visible; the timetable will become clearer as assessments progress.
