Stop pages from disabling autocomplete on fields.
Turn on autocomplete and keep it on. Set an exclude list for pages that you don't want autocomplete forced on, e.g. gmail which has its own autocomplete. Or set an include list for a set of pages you only want to force. Or even combine both lists for even finer grain control.
