Select video section according to text

I wonder if something else is possible.
How about choosing a relevant section(s) of the video according to a text as a series of start and end time stamps. Off course there would need to be a minimum leght of say 5-10 seconds?
Is one like it alreadt or would that be a challange for ChatGPT?

ستیشن کامبایند سایکل خیر خانه
در اثر بالا رفتن مصرف برق در سال های ۱۳۶۰ وزارت برشنا تصمیم گرفت برای افزایش توان تولیدی به ساخت ستیشن های جدید اقدام نماید. طی یک مطالعه مقایسوی بین ستیشن آبی سروبی دوم ، شتیشن آبی کامه و ساخت یک ستیشن گاز توربین با سوخت دیزل یک کمپنی استخدام شده ساخت ستیشن گاز توربین را به صرفه دریافت نمود. به این ترتیب به فاصلۀ‌ زمانی کوتاه دو ستیشن گاز توربینی در منطقه هودخیل و منطقه خیر خانه ساخته شد. هردو این ستیشن ها توسط کمپنی بی بی سی ( براون باور کمپنی) به پایۀ اکمال رسید و هردو این ستیشن در حالات بسیار اظطراری چه در وقت پیک های شبانه و چه در مواردی که کابل در حالت بی برقی کلی قرار گرفته بود فعالیت می نمود. قیمت تمام شد برق تولیدی این دو ستیش حدوداَ ده مرتبه بیشتر از قیمت فروش به مشتری ها می رسید، که دولت آنرا سبسایدی می نمود.
در سالهای ۱۳۶۷ وزارت انرژی و برق کشور تصمیم به کامبایند سایکل سازی گاز توربین خیر خانه گرفت. این کار مثمریت گاز توربین خیرخانه الی ۵۰ فیصد می رساند. کار ساخت این ستیشن کامیبایند سایکل نیز با کمپنی بی بی سی قرار داد شد. قسمت ساختمانی این ستیشن تفریبا در حدود ۷۰ الی ۸۰ فیصد تکمیل گردیده بود. تجهیزات برقی و میخانیکی این ستیشن نیز تا حدود زیادی به کابل و قسما به بندر حیرتان انتقال داده شده بود. این تجهیزات هنوز هم بعد از گذشت مدت پنجاه سال در ساحه قرار دارد. دلیل توقف کار این ستیشن شروع راکت باران شهر کابل در سال های ۱۳۶۷ بود که کارکنان کمپنی ساحه را ترک نمودند و دیگر هیچگاه به کابل برنگشتند. تجهیزات این ستیشن نیمه کاره در داخل ساحۀ مربوط به سب ستیشن شمال، ستیشن گازتوربین خیرخانه و ساحۀ رهایش مامورین وزارت انرژی و آب به شکل پراگنده قرار دارد و یک مساحت بسیار بزرگ را از استفاده خارج نموده است.
