It actually works! Totally free, no ads. It's bare-bones, no extra features, can't convert from images or extract pages anything, but it lets you add a bunch of pdfs, order them, and convert to a pdf. I wish it had the option to compress the resulting pdf, but otherwise, it's great.

Was able to select four files to combine. Merge revealed correct page numbers, but only displayed content for last file. Attempted a second time and same thing. First three files were missing complete page contents. Very easy to use, just didn't do what I needed it to do - sorry and thanks!

App works great the few times I used it. One consideration that would be helpful would be a way to delete all instead of only deleting one at a time.
