to FLEDGE API announcements

We are making the following changes to the GitHub repositories for Protected Audience Services documentation and discussion:

1. The existing privacysandbox/fledge-docs will be renamed to privacysandbox/protected-auction-services-docs . This repository will serve as the documentation repository for the Key/Value Service and Bidding and Auction Services.

The repository will be renamed on Tuesday Dec 5th at 12pm EST. The old links will be redirected automatically to the new repository name.

2. A new repository WICG/protected-auction-services-discussion has been created. This repository will serve as the discussion repository for the Key/Value Service and Bidding and Auction Services.

The existing open and closed issues under privacysandbox/fledge-docs/issues have been cloned to the new discussion repository . The open issues in fledge-docs repository will be closed at 12pm on Tuesday Dec 5th. To continue the discussion on existing open issues, please visit WICG/protected-auction-services-discussion/issues .
