[VOTE] Fully specifies the use of ADDED and un-deprecate REPLACEMENT schedule_relationship in real time updates

On behalf of Aubin MaaS Limited, I am now bringing the proposal to fully specify ADDED and undeprecate REPLACEMENT schedule_relationship to a vote.

I have implemented this proposal in OpenTripPlanner and is now in form of a draft pull request: https://github.com/opentripplanner/OpenTripPlanner/pull/6028 . If this proposal is adopted, I will then submit this pull request for review. It has been deployed on https://test.open-trip-planner.jnction.co.uk/ with real-time data for National Rail services using this feature, which you can cross-reference with the official National Rail data.

The vote is now closed. The result is 5 yes and 1 no. There is no unanimous consensus so the proposal isn't accepted.
