or ensure that each mediation network's CPM is adjusted periodically, according to the bids actually received by each partner.

Review possible actions for the ad type:
- Display: Run an ad speed report. Also, if this is happening more with creatives you host in Ad Manager, review the file sizes.
- Video: Compare the render rate to the click-to-play rate. Also, review VAST errors, as the cause could be users not clicking play on the player or video ads that result in fatal VAST errors.
- Mobile app: Because mobile app impressions are counted when one or more pixels of the ad creative is visible on a device's screen, check the viewability and placement of the ad slots. Check if some slots have lower rendering and viewability than others.
