App must be in good standing (not removed or suspended by Google)
App must have 0 lifetime installs
App must be unpublished for 24 hours (to ensure 0 installs)

If you’ve recently published an app or update, it can take some time for your changes to show on Google Play. Troubleshoot your specific issue here before submitting a ticket.
