TheRPC regional endpointfollows the formatspanner.<REGION>.rep.googleapis.com. For example, if you want to enforce
data guarantees in the regional instance configuration Dammam (me-central2),
usespanner.me-central2.rep.googleapis.comas your regional endpoints. For
