Unable to create Authorized Buyer account

Hi I want to create a test authorized buyer account, and I clicked link (SIGN IN TO AUTHORIZED BUYERS) on this page
https://support.google.com/authorizedbuyers/answer/177141?hl=en
and it is redirecting me to this page which is blank https://realtimebidding.google.com/authorizedbuyers/Main.html
help needed or is the page migrated to some other link ?

Have you created a Google account for Authorized Buyers? If so, I would suggest confirming that you're using the correct account .
