Cleaning and Degreasing Agents

Upcoming Revision:  In 2020, Green Seal committed to a multi-year phased approach for restricting per- and polyfluoroalkyl substances (PFAS) in all certified products due to their adverse health and environmental impacts. We completed Phase I in 2022 by prohibiting PFAS in formulas for certified cleaning and personal care products. Now, in the second phase of this initiative, Green Seal is proposing criteria to prohibit PFAS in this standard.  To learn more or receive project updates, visit our  Standard P rojects page .

The Green Seal Standard for Cleaning and Degreasing Agents, GS-34, establishes environmental requirements for agents suitable for cleaning soils in production and maintenance applications. Suitable agents do not include those for specialized cleaning/degreasing operations such as the removal of paints, sealants, rust, and adhesives; handwiping parts; preparation of surfaces for electroplating, organic coatings, and parts testing; or the cleaning of hydraulic components, medical supplies, electronics, and optics.

CRITERIA THAT HELP PRESERVE THE CLIMATE
Many of the standards for human health, minimizing waste, and ensuring clean water also help preserve the climate:
  • Content limits on volatile organic compounds (VOCs)
  • Limit on phosphorus
  • Prohibition on ozone-depleting substances
RESTRICTIONS TO PREVENT ADVERSE HEALTH EFFECTS
Acute Toxicity (Oral) LD50 > 5,000 mg/kg
Acute Toxicity (Inhalation) LC50 > 20,000 ppm of vapor or gas or 500 mg/L
Dermal Toxicity (Skin) LD50 > 2,000 mg/kg
Skin and Eye Damage pH of > 2.0 but less than 11.5; Must not be corrosive to skin or eyes
Ozone Depleting Substances Prohibited above 100ppm
Volatile Organic Compounds VOC Content < 5% by weight or level in CARB for product type
Carcinogens Prohibited above 100ppm
Reproductive Toxins Prohibited above 100ppm
RESTRICTIONS TO PREVENT ADVERSE ENVIRONMENTAL EFFECTS
Acute Toxicity to Aquatic Life LC50 > 100mg/L for algae, daphnia, or fish
Aquatic Biodegradability Each organic ingredient must readily biodegrade
Eutrophication Sum of total phosphorus restricted to < 0.5%
REQUIREMENTS TO PREVENT WASTE
Use Labeling Must have detailed instructions for proper use to minimize waste, as well as use of safety equipment
Dilution Instructions Must include recommendation and appropriate level for dilution prior to use
End of Use Instructions Manufacturer will take back products for recycling or provide specific instructions for recycling and disposal
