Genital warts?

Probably not a disease or penus infection, the red bumps just could be superficial blood vessels. Check with your medical health care specialist.
If they bother you, you can consult a laser specialist, to find out whether removing them is possible and safe.

or something less serious, like irritation, poor hygiene or rash.

It's hard say what they are witout more descriptive information of the pimples. It seems like the two smaller ones are speading from the other one.
Which could be a cyst and they spread. or it could be Fordyce's spots. To be safe to have a doctor check it out and std lab testing near you

These small bumps are most often Fordyce
glands, little sebaceous (grease producing) glands that produce lubrication for the tender skin of the penis, to keep it from drying out and cracking. They're NORMAL, don't cause any problem, and don't need any cure.
In some guys, with oily skin, they may be more prominent than in other guys.

If your bumps are itching it could be a sign of a STD (Sexually transmitted disease)

You probably have pearly penile papules (PPP)
and is a harmless physiological phenomenon with no harmful effects.
It is not a sexually transmitted disease and its appearance is unrelated to sexual activity or standards of personal hygiene. They gradually may become less noticeable with increased age.
But it's best for a doctor to check it out for you.

Reply by: hankIf they are rough or flat topped they may be warts. If they are smooth and under the skin they are probably just glands which are present here and are sometimes more prominent than at other times.

You will have to have a doctor look at them to know. The purpose of seeing a doctor is really to let them help you understand what the issue is that you are worried about and maybe STD testing
without a doctor's office visit if needed.
Genital warts or forcyde spots - Posted by: James I've only ever gotten oral once and 2 times to a girl. Ever since i got oral from this girl i first noticed a little white pimple looking bump half way up my shaft, my first intention was to pop it and i did and little white puss came up. 3 weeks later more began to appear mainly around the bottom of my shaft (they are very tiny, and not that noticeable) There are around 40 or so very small pale pinkish bumps around the shaft/hair area.
My thoughts is i have genital warts but after looking through varies articles i am unsure it they are genital warts or forcyde spots, or just from the sweat (i skateboard alot). My penis becomes itchy at times but not more then it would from oil and sweat. I really really do not want to consult my parents but will if i have to, any help would be appreciated thankyou. p.s i have been really worried for 2 weeks now :(
