"Penis Size, Smallest Erection I Have Seen On A Man!"

However, I'm stumped and not being flip at all. I have a "man friend" fellow who has literally the smallest
erected penis I have ever seen, etc. It's almost as if his penis size never developed from a boy (my guy is 37).
At erection, his penile size is 2 1/2 inches and about the width size of a normal index finger.
Flacid, the penis head is just barely visible but lays flat against the testicles.
I am just SOO curious about this small male erected penis size condition...
I have tried researching just for a sense of understanding from a physiological standpoint.
Is there a physiological explanation?
