Penis itching, strong odor smelling

:I need to know what this is. It doesn't seem to have a pattern of appearing, washing it off usually makes it go away for a while. Sometimes it appears after masterbation, sometimes it doesn't and occassionally it appears when I've skipped a day's wash or something.
Thorough washing with water seems to get rid of it, but it's not consistent. Sometimes it doesn't go away immediately and the itching persists. I don't see how it could be an STD , I've only had sex with my girlfriend and she's clean plus we always use condom protection . Any ideas of what this could be, it's a bit distressing and rather irritating. Could it be some kind of fungal infection?

Use Vitamin E (in liquidLiquid co-q10 Liquid pedvaxhib Liquid pred form 4000IU). Vitamin E is found at any store by the Hand or Foot creams and lotions (ask someone). Just Rub on the foreskin, pull foreskin back and rub on head.

Is it easier for someone who is not Circumcised to get a fungal infection on thier penis?
My son is not Circumcised and has what looks like a rash on his penis where the foreskin covers his penis.

Since my last visit at a penthouse, they inspected my penis and said I had the disease but don't remember what type it was.
So I was prescribed with an Antifungal Skin Cream called 'Clotrimazole Cream'(Lotrimin Cream)
which I applied to the infected area under my foreskin daily.
Also, I was shown a diseased penis in their book which referred to what I have at this point in time. Can you please tell me the type of disease I have?
