i am writing in regards to my husband.

It looks like your forskin got too tight because of your penis bulging (swelling) and friction tore the frenulum below your penis head on the under side.
Maybe your penis is swollen causing the bulging because of a infection, irritation or injury. Check with a urologist for sure. Locate a doctor near you.
