Yes, he could be nervous, especially being this is a new relationship. Also, he may be very concerned in the fact that his condom keeps slipping off, so he is concerned about you becoming pregnant. It could be from STRESS be it mental, physical or emotional.
May I suggest that you slow down and not put so much emphasis on having sex, and more emphasis on just developing your relationship together. From your post I get the feeling that you are putting a bit of pressure on him to "perform" even though you may not feel you are outwordly doing so.
In my opinion cool it in the sex department. Let him lead the way when he feels confident in himself. May I suggest that he not masturbate or have intercourse for a couple of weeks. Let his libido really build up. See how things go then.
