Patrons are considered delinquent when they have $5.00 or more in fines or have 5 items overdue for 1 day. Such patrons are denied checkout and computer use privileges until the delinquency is cleared or brought below the $5.00 fine threshold or have less than 5 items overdue.
The Library will send a courtesy overdue notice when materials have not been returned within 14 days after their due date. At 44 days overdue, a bill notice is issued.
The Moline Library is obligated to attempt the recovery of all outstanding debt and/or library materials. To that end, borrowers with fines or fees of $25 or more are subject to contact from a collection agency. A non-negotiable $10 collection fee will be applied to the account of any borrower who is referred to collections.
The Moline Public Library will accept return materials from all PrairieCat libraries. When returning media materials (CDs, DVDs, etc.) please consider that these items are sent by van delivery and, in extreme weather temperatures or conditions, could easily be damaged. Patrons may be held responsible for damaged items.
The Moline Public Library will accept library materials for return from any out-of-system Illinois library.
A Moline Public Library item is not considered returned until all of its parts are returned (CDs, liner notes, booklets, instructions, etc.) The item will remain checked out to the patron and fines will accumulate on partially returned items (if overdue) until the missing part(s) is returned.
Library users are expected to pay an item's full replacement charge if damaged while borrowed on a library card account. Charges will be assessed for any item return that is no longer in appropriate condition for continued circulation. A $5.00 processing fee will be added to the replacement charge of each item.
If damaged material is returned in the book drop, a letter will be sent informing the patron of the amount owed for the damage.
Materials may be renewed unless the following exceptions occur:
For material borrowed from outside the system (OCLC), the material must be presented to the reference desk with a valid Moline Public Library card. Material borrowed from outside the system is not always renewable and is up to the discretion of the lending library.
Reserves may be made on most circulating material found in PrairieCat with the exception of the following items:
Reserves can be placed at either the Circulation Desk or the Reference Desk, and may also be placed by any valid PrairieCat card holder with an active password-protected account (see circulation desk for details).
Materials may be requested from outside PrairieCat if the user has a valid Moline Public Library card. Other area library cards will not be accepted - those patrons must use their home library for out-of-system requests.
