There is a very old pattern in human behavior that we almost never talk about honestly.
人間の行動には、私たちがほとんど正直に語ろうとしない、とても古いパターンがある。

When something gives you a meaningful advantage over others — a real one, not a theoretical one — the worst thing you can do is admit you want it. Because the moment you do, other people want it too. And the moment other people want it, your advantage shrinks.
もし何かが他人に対して意味のある優位性を与えてくれるなら―理論上ではなく、本物なら― それを欲しがっていると認めることは、最悪の行動だ。なぜなら、あなたがそれを欲していると認めた瞬間、他の人もそれを欲しがるからだ。そして他の人が欲しがった瞬間、あなたの優位性は縮小する。

So instead, you talk it down. You mock it in public. You call it dangerous, speculative, criminal, a fraud. You do this loudly enough and long enough that other people start to believe you — and while they’re busy believing you, you quietly go about acquiring the very thing you told them not to touch.

This is not a strategy unique to any group. Governments have done it with territory. Corporations have done it with talent. Individuals do it with information every single day. It is simply what powerful actors do when they find something valuable and want to keep the acquisition window open.

I. The Countries That Said No and Said Yes at the Same Time

Let’s start with the country nobody was watching.

Bhutan.
ブータンだ 。

A landlocked Himalayan kingdom of 800,000 people, famous internationally for measuring success through Gross National Happiness rather than GDP.
人口80万人の内陸のヒマラヤ王国で、GDPではなく「国民総幸福量（GNH）」で成功を測ることで国際的に知られている。

In 2019, the royal family quietly ordered the state-owned investment arm — Druk Holding & Investments — to begin mining Bitcoin using surplus hydropower. No press release. No announcement. No headlines.
2019年、王室は国営投資機関である Druk Holding & Investments に対し、余剰水力を使ってビットコインのマイニング（採掘）を開始するよう密かに指示した。プレスリリースもない。発表もない。ニュースにもならない。

They mined for five years in silence.
彼らは5年間、黙して採掘した。

By the time the outside world found out, Bhutan had accumulated over 12,000 Bitcoin worth approximately $1.3 billion — a sum representing nearly 40% of the country’s entire national GDP.

Blockchain analytics firm Arkham Intelligence traced the wallet back to the government, and the story broke almost by accident.

When asked about it, Bhutan’s Prime Minister didn’t apologize for the secrecy. He said: “It’s just a simple strategic choice that many people have made and earned billions of dollars, and I think governments should do it.”

Simple strategic choice. That’s what he called five years of silent accumulation that built a reserve equivalent to nearly half of everything his country produces in a year.

The windfall came at exactly the right time. Tourism collapsed during the pandemic, and hydropower exports — Bhutan’s financial bedrock — slipped.

In 2023, the government quietly sold $100 million in Bitcoin and used it to fund a sweeping pay raise for civil servants. Many public-sector workers saw their salaries jump by two-thirds.

The citizens didn’t know where the money came from. The world didn’t know either.

The United States spent years with a complicated relationship with Bitcoin. Regulators sued exchanges. The SEC issued warning letters. Lawmakers compared it to criminal infrastructure in Senate hearings.
アメリカ合衆国は、ビットコインと複雑な関係を何年も続けてきた。規制当局は取引所を提訴した。SEC（証券取引委員会）は警告書を発行した。議員たちは上院公聴会で、ビットコインを犯罪インフラになぞらえた。

And the entire time, the US government was sitting on one of the largest Bitcoin piles on earth — built entirely through asset seizures. Silk Road. Bitfinex. Various federal criminal cases.

By 2024, the US Treasury was holding over 207,000 Bitcoin. It wasn’t a position they built with conviction. They got it by confiscating it from the people they prosecuted.

Then something changed.

Sixteen members of the White House staff hold Bitcoin personally.

That’s the first layer of the pattern: governments that regulated against it, prosecuted people for using it, and accumulated it through those very prosecutions — and then decided to formalize the pile as a strategic asset.

And then there is China.

China banned Bitcoin trading in 2017. Banned initial coin offerings. Banned mining in 2021. Has maintained, officially, one of the most aggressive postures against cryptocurrency of any major government on earth.

And yet. Despite the 2021 ban on cryptocurrency mining, reports from 2024 indicate that Chinese mining pools still controlled over 55% of the Bitcoin network’s hash rate.

Fifty-five percent. Of the entire network. After the ban.

The public position is prohibition. The on-chain reality is participation. They told their citizens not to touch it. They are the dominant force in producing it.

What they say and what they do are not the same story. The ledger tells the other one.
