カリフォルニア州内に1年間滞在していると(学生ビザは該当しません)、
2年制・4年制大学の学費を通常のResident Feeを払うだけでよくなります。

わたしが通っていた大学(SFSU)では、Out of Stateの学生(留学生含む)だと、
1単位(1Unit)につき、339ドル払うことになります。
この他に、State university feeとLocal feesが含まれ、3128ドル(2学期制)です。

わたしが留学生としてアメリカの大学に通っていた頃は、
これだけの金額が、毎年学費に消えていっていたのです。
恐ろしい金額ですが、まだ裏がありますよ。

この金額は、学費だけで、教科書代、コピー代などは含まれておりません。
もちろん、生活費も含まれておりません。

でも、労働ビザ、GreenCardを持っている方は、
カリフォルニア州に一年滞在していれば、
Out-of-stateの学費(1単位につき339ドル)は払わなくて良くなります。
『カリフォルニア州に1年間住んでいた』という何らかの証拠があれば、OK。
パスポート、ビザ、GreenCardなど入国日が
きちんと掲載されている書類があれば、大丈夫です。


SFSU(Official siteから抜粋)

California residents are entitled to pay the State University fee
plus local fees established by the campus. Students who are not
California residents pay an additional per unit fee.

To be eligible for resident status for tuition purposes, you must,
for at least one year prior to the residence determination date,
maintain physical presence in California and establish your intent
to make California your permanent home. Evidence of intent to remain
in California indefinitely can vary based on individual
circumstance, but include specified proof as well as the absence of
residential ties to your former state. Keep in mind that physical
presence in California for the specific intention of academic study
does not constitute intent to make California your permanent home.

If you are not a citizen of the United States, you must also
maintain, for one year prior to the residence determination date,
an immigration status that allows you to establish California
residency.
