ロ London was targeted after New York and Madrid. This attack might be in relation for the invasion of Iraq. And I think perpetrators were motivated by their hatred for the developed world.
ハ I believe the international community should not yield to terrorists. I stress following two points in order to confront the terrorism.
【Body】 「Case1」 イ The international community should make effective arrangements for building a framework such as making legal preparations.
ロ A legal framework for detaining suspected terrorists and for punishing them should be put into place. Also needed is a legal framework for aiming to interdict shipments and transfers of nuclear materials and technology.
ハ Recently, leaders of the Group of eight major nations have confirmed at the summit meeting in Gleneagles that they will strengthen their stand against terrorism. They have given a clear message against terrorism.
「Case2」 イ It is important to take specific measures to guard against a terrorist strike.
ロ The government should tighten security to prevent terrorists from bringing explosives into transport systems. The government should share information internationally and reinforce surveillance systems.
ハ In London three bombs went off within a few minutes of one another in the subway system, followed by a fourth on a double decker. In Japan there would be huge casualties if a Shinkansen train, subway line or airport was targeted by terrorists in urban areas. If a nuclear weapon is used by a terrorist, the seriousness of the damage would be incalculable.
【Conclusion】 In order to confront the terrorism I believe these measures are important.
