Just in case there are any foreigners out there looking for information on getting Japanese residency: I applied on January 20th and received my residency visa on August 31st. I don't think they even got around to looking at my application until a week or two ago. I already had the Spouse or Child of Japanese National (日本人配偶者等) visa, and I think this must have smoothed things along. They didn't request any additional paperwork and they didn't interview me. I just bought my revenue stamps (収入印紙), pasted them on the form and signed my name. The visa was issued in about five minutes! Piece of cake.
I was, however, informed that I still have to renew my re-entry permit every three years, and that if I allow it to expire, my resident status becomes invalid. I'd better not forget!
