A Half Moon Bay man is dead and a foreign student is facing manslaughter charges after a head-on crash on a mountain road near Portola Valley. Henry Charles Frisbie III was killed Saturday afternoon when the motorcycle he was riding collided with a car on Skyline Boulevard.
The California Highway Patrol says the car was driving on the wrong side of the road. The 48-year-old Frisbie died at the scene.
The driver of the car was identified as a 30-year-old UC Berkley student from Japan. He was arrested on suspicion of vehicular manslaughter. The CHP says the student has been in the U.S. for five months, and was driving on an international license.
International licenses are not considered valid in California.
