I have received this message before when I tried inviting my ALT account to a studio before, and I was really confused, so I posted it as a glitch in the Bugs And Glitches forum.
However, I found out that what was really the case was that the account's email wasn't confirmed.
But.. why would it say I don't have permission to do this?
The suggestion is to change the message to “This user's email is not confirmed”.
I think this would stop so much confusion from happening and would be decently easy to implement.

Scratch doesn't really add a suggestion based off how much support it gets - it usually gets implemented if it's a good suggestion.
And it's best to give your reason of supporting/semi-supporting/no supporting anyway, even if it's just “(level of supporting) for reasons from (the OP/other users/certain user/etc.)”. Otherwise it doesn't really add anything to the discussion..

Yes, full support! The same thing as you described happened to me a few days ago (not with an alt, but just inviting someone). Even though I know why it says that, I know how it could easily confuse a lot of people. So, full support!
