can you explain how the glitch is done? i tried putting %15 in the search box and don't get anything

the character shows nothing on some devices and browsers

okay, i figured it out. it's a negative acknowledge control character from unicode. when it's in a costume name or sound name it stops the blocks and categories from loading after it in the menu.
works in the stage, too
and from the stage to sprites
switch costume to [ v]
play sound [ v] until done
works in the stage, too
switch backdrop to [ v]

This likely would not be allowed, per the Terms of Use

Prohibited activities include, but are not limited to:The glitch you're talking about prevents you from accessing all functions of the Scratch editor by removing access to certain blocks. In my experience, on Firefox Nightly 146.0a1, this can cause the editor to crash as well.

- Linking to pages containing viruses or malware;
- Using administrator passwords or pretending to be an administrator;
- Repeatedly posting the same material, or “spamming”;
- Using alternate accounts or organizing voting groups to manipulate site statistics, such as purposely trying to get on the “What the Community is Loving/Remixing” rows of the front page.

it depends on if it causes problems for other scratchers or the servers
the way it is in the linked project should be fine since it's about the glitch itself and isn't likely to get in the way of any meaningful coding. but don't use it in an unacknowledged way in a shared project

If it doesn't crash the website, it should be allowed.

That is not allowed, I am pretty sure. The reason being that no one can see your code, so it does not “embrace remix culture” (Community Guidelines). It also, like Scratch137 said, may go against ToU 3.5: “…interfere with any other user's ability to user the service”.
