These Are the 10 Best Countries for Expat Quality of Life—and No. 1 is a 4-time Consecutive Winner

From sunny weather to strong healthcare and work-life balance, the country continues to lead for expats.

While the thought of picking up and relocating to a picturesque location abroad may sound like a dream, there are certainly some factors to consider before making it a reality. One thing to consider before making the move? Quality of life. Yes, once the excitement of a new place wears off and everyday life kicks in, there are certain points to be considered if you’re actually serious about becoming an expat.

According to InterNation’s 2025 Expat Insider study, which was based on feedback from over 10,000 expats living in 46 countries, Spain comes out as the top location for the best quality of life category. Holding the title for four years in a row, the European country also came in at No. 1 in the study’s health care and leisure categories.

The report also factored in climate which plays a major role in Spain’s appeal. In fact, 58 percent of participants classified the weather as “very good,” which was more than double the global average.

As 84 percent of expats in Spain report being happy with their life, compared to a global average of 67 percent, it’s culture that prioritizes social connection, outdoor living, and work-life balance, offers a lifestyle that is difficult to match elsewhere. The country’s cities also play a major part in its popularity as Valencia, Málaga, and Alicante rank among the best in the world for expats. These cities offer access to beaches, vibrant cultural scenes, and modern amenities and are particularly attractive to both working professionals and retirees.

In second place is the United Arab Emirates (UAE), known for its tax-free income, cosmopolitan cities, and high-quality healthcare system. Panama follows closely behind, taking third place. The Central American country is favored for its warm climate, residency options, and lower cost of living—about one-third cheaper than the U.S.

When it comes to Asia, China and Japan also crack the top 10 while the Philippines came in at 44.
