It ain't no pitter patter. Lowering the boom on construction. What are Collier rules?
From new homes in Golden Gate Estates and redeveloped mansions on the gulf shore to commercial projects along U.S. 41 and up and down major corridors , Collier County construction is everywhere — and so is the sound of what leaders call progress.
Jackhammers, bulldozers and nail guns echo through neighborhoods, often before the coffee is brewed.
But when is it actually legal for crews to start? And what can residents do when the noise becomes too much?
Collier County's rules, some dating back decades and updated over time, aim to balance development with peace and tranquility.
Here's what to know.
What are the typical construction hours in Collier County, Florida?
Neighborhood construction and site preparation activities — including land clearing, grading and excavation — are generally allowed from 6:30 a.m. to 7 p.m., Monday through Saturday.
In keeping the quiet, no work is permitted on Sundays or major holidays such as New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas.
What constitutes noise disturbance in SWFL's Collier County?
County code defines a disturbance broadly. It includes any sound that endangers health or safety, damages property or annoys a reasonable person of normal sensitivities.
Ordinances also consider the character of the sound — its frequency, duration and whether it's repetitive or impulsive. Radios and loudspeakers on job sites should not disturb the peace of neighboring residents, and certainly, to avoid any morning irritation, never play Starship's "We Built This City." The latter would be the advice of magazines such as GQ and Rolling Stone, whose readers by a landslide, voted it the worst song of the 1980s, a sentiment even lead singer Grace Slick agreed with.

Are there exceptions or waivers for extended hours in Collier?
Yes, but they're limited. Contractors can apply for an Extended Construction Work Hours Permit through the county Growth Management office.
These permits are typically granted for emergencies or special circumstances such as weather delays or critical infrastructure work. Applications need to explain why extended hours are necessary and are reviewed by the County Manager or designee.

What are Collier penalties for breaking rules? How to report them
Violations can lead to citations, fines, stop-work orders and even permit revocation for repeat offenders. The county emphasizes voluntary compliance but unresolved cases can lead to penalties. Residents can report noise issues by contacting Collier County Code Enforcement at (239) 252-8999 or through the county's code enforcement portal.
And note the county doesn't accept anonymous complaints under a 2021 Florida law ushered in by Gov. Ron DeSantis and the Legislature that no longer provides the level of protection, which had existed for whistleblowers or workers concerned with retribution for reporting wrongdoing. Complainants must provide their name and address. The only exception is if the violation poses an immediate threat to public health or safety.
