Mass. man denied parole after already getting 3 chances
A Massachusetts man was denied parole after already receiving a chance at freedom three times.
Charles Chaples pleaded guilty to second-degree murder in 1983 for the death of Raymond Santos in North Dartmouth. He was sentenced to life in prison with the possibility of parole.
Parole was denied following an initial hearing in 1997. It was denied again after a May 1 hearing. Overall, he has asked for parole 11 times.
Chaples has been released on parole on several occasions, according to the parole board — but he was returned to custody each time. Most recently, he was given parole in 2021. The parole was revoked on Feb. 11, 2022.
"Mr. Chaples has completed some correspondences courses, but the Board continues to have concerns regarding Mr. Chaples' insight into his behaviors," the parole board wrote in its Sept. 24 decision. "The Board recommends the in-person Family Violence Education Group and that Mr. Chaples commit to exploring his concerning behavior that has resulted in his prior returns to custody."
One board member voted to deny him parole with a review in 4 years. However, it was decided he could have another hearing in two years.
