SPRINGFIELD — In Ward 4, there’s tremendous interest in the City Council race, with voters narrowing the field from an original four candidates to two, incumbent Malo L. Brown and Willie James Naylor, in the preliminary election in September.

The two, who are both well known in the community, will face off on Tuesday.

Ahead of Tuesday, The Republican reached out to all candidates for the opposed City Council seats to answer a short questionnaire.

Introductory statement: I am running for Springfield City Council Ward 4 because I believe in the promise and potential of our community. As a lifelong resident and servant leader with over 25 years of community engagement, I have dedicated my life to elevating others and building bridges of opportunity. My journey through the neighborhoods of Mason Square, Old Hill, and Upper Hill has shown me the challenges we face and the strength of our people. I am running to restore dignity, fairness, and trust in local government, to ensure every resident has access to safe housing, quality education, and economic opportunity. My experience working with youth, seniors, and families has prepared me to be a voice for all. Together, we can make Ward 4 stronger, safer and more united. I’m running not for power, but for purpose. Not for status or entitlement, only humble service to uplift.

Question 1: What is the biggest problem in the city and how would you address it?

The biggest problem in our city is the lack of equitable investment in our neighborhoods, especially in Ward 4. Too many communities have been overlooked, leaving behind aging housing, struggling small businesses and limited opportunities for our youth. I will address this by championing responsible development, supporting workforce training, investing in affordable housing and strengthening partnerships with community organizations. Together, we can rebuild hope, restore pride and create a Springfield where every resident can thrive.

Question 2: The City Council always struggles to keep taxes low while providing needed services and making advancements. How specifically will you balance the three?

Balancing taxes, services, and progress requires responsible spending and strategic investment. I will work to ensure every tax dollar delivers measurable impact for residents. By partnering with community organizations, securing state and federal grants, and encouraging small business growth, we can expand our tax base without overburdening families. My focus is on efficiency, accountability, and equity maintaining essential services while driving neighborhood revitalization, housing stability, and economic opportunity to make Springfield stronger and more sustainable for everyone.

Question 4: The housing crisis continues to take a toll on residents and those who want to move to the city. How should Springfield attack the problem?

Springfield must confront the housing crisis with bold, community-centered action. I will advocate for responsible investment in affordable and mixed-income housing, revitalization of vacant properties, and partnerships with nonprofit developers to stabilize neighborhoods. By expanding first-time homebuyer programs and supporting senior housing and home repair initiatives, we can keep residents rooted and attract new families. My vision is a Springfield where quality housing is accessible, stable and reflective of the dignity every resident deserves.

Question 4: What types of development would you like to attract to the city and how would you do it?

I will attract developments that create jobs, strengthen neighborhoods, and reflect community values, such as affordable housing, grocery stores, green spaces, and small business hubs. By streamlining permitting, offering local hiring incentives, and partnering with developers committed to equity and sustainability, we can foster growth that benefits residents first. My focus is on smart, inclusive development that revitalizes our corridors, enhances public spaces, and ensures Springfield’s progress uplifts every part of our city.
