Plan to cruise to Mexico? Beware: One item could land you in prison
For travelers planning to go on a cruise to Mexico this year, there's one new rule you need to plan for.
Cruise travelers visiting Mexico face a strict new legal landscape that could lead to heavy fines or jail time for carrying a common travel item ashore.
A nationwide ban on the importation, sale and distribution of all vaping devices and e-cigarettes went into effect Jan. 17, following reforms approved by the Mexican Senate in late 2025, according to Cruise Hive .
The law applies to all electronic smoking devices, including disposables, refillable pods and non-nicotine versions. Because passing through customs at a port of entry qualifies as importation under Mexican law, officials consider even personal items to be illegal once they leave the vessel, according to Cruise Hive.
Customs agents at cruise terminals now have the authority to search baggage and seize devices on site.
Penalties for violating the ban can be severe. Administrative fines for carrying a single device can result in penalties up to $12,500, Reuters reported .
In extreme cases, travelers could face felony charges for illegal importation, which carries a potential prison sentence of up to eight years, according to TheTravel .
The enforcement applies to all Mexican cruise destinations, including popular ports like Cozumel, Costa Maya and Cabo San Lucas, according to Come Cruise With Me .
Cruise lines are currently notifying passengers of the change, advising them to either leave their devices at home or keep them secured on the ship during port calls.
While most cruise lines still allow vaping in designated areas aboard the vessel, they warn that the protection of the ship disappears the moment a passenger steps onto the pier.
