Renee Good shot up to 4 times in ICE shooting

When first responders reached Renee Nicole Good after she was shot by an Immigration and Customs Enforcement officer on Jan. 7, she had an "inconsistent, irregular" pulse, was not breathing and had suffered up to four gunshots, according to incident reports obtained by USA TODAY.

Good, a 37-year-old mother, was shot by ICE officer Jonathan Ross while in her SUV in Minneapolis. Video of the incident shows Good's vehicle being approached by multiple agents and as she appeared to turn the car away from them, Ross fired multiple times through her window. The Trump administration has said the officer fired in self-defense, and accused Good of deliberately trying to run him over. He was injured in the incident, the Department of Homeland Security said.

Calls to 911 about the shooting, which was witnessed and filmed by several bystanders, began at about 9:38 a.m. that morning and continued for an hour, according to the documents, which included 911 transcripts and incident reports from the Minneapolis Police Department and Fire Department. Paramedics arrived at the scene at 9:42 a.m., the documents said.

When paramedics arrived, Good was unresponsive in the driver's seat of the Honda Pilot, with blood on her face and torso, according to a Minneapolis Fire Department report. When she was removed from the vehicle, she wasn't breathing and her pulse was "inconsistent, irregular, thready," the report said.

According to the Fire Department incident report, paramedics found that Good sustained two gunshot wounds to the right side of her chest, a third on her left forearm and a possible fourth on the left side of her head. Blood was coming out of her left ear. Paramedics performed CPR and other life-saving efforts in an ambulance on the way to a hospital, but the resuscitation efforts were stopped at about 10:30 a.m., the report said.

Transcript of 911 calls sheds new light on the chaotic scene just after the deadly shooting.

“A bunch of ICE agents … they just shot a lady. Point blank range in her car,” one caller said, later adding, “They shot her, like, cause she wouldn’t open her car door. There’s video of it too.”

Another caller told a dispatcher that ICE “shot an observer in her car and it crashed.”

A witness at the scene said there were legal observers watching the operations of immigration agents when the shooting occurred. The caller said, “The red car that was hit was blocking the street” and told the dispatcher “she was attempting to drive away,” speaking about Good.

One of the calls was placed by an officer with the Department of Homeland Security.

“We had officers stuck in a vehicle and we had agitators on scene,” the person said. “And we have shots fired by our locals.”

When the dispatcher asked if he had any description of the shooter, the person, identified only as Phillip, said “I don’t have any of that stuff, we’re just trying to get assistance.”

One incident report shows that the agent who shot Good, later identified as Ross, left the scene by 10:04 a.m., and that he was transported to a "federal building." At the time, local authorities said they were still trying to "figure out who's in charge," records show. All ICE agents had left the scene by 11:20 a.m. and the FBI arrived about 10 minutes later, according to the documents.

The shooting has sparked protests nationwide and drawn condemnation from top Democratic leaders, who have demanded President Donald Trump withdraw ICE from Minneapolis, where federal agents have surged as part of the administration's aggressive immigration enforcement efforts.

A week after Good was shot, another federal agent shot a Venezuelan man federal officials said was fleeing a traffic stop and attacked an agent.
