Rezoning approved for planned housing development in Plymouth. Here's when construction could begin.
PLYMOUTH – Sheboygan County Economic Development Corporation is pursuing another project to tackle the increasing need for housing in the county.
Plymouth's Plan Commission granted rezoning approval Aug. 1 for two parcels of land next to the Plymouth High School campus for a roughly 33-acre site intended for single-family homes. The project, on the west side of South Pleasant View Road, is supported by funds from the Forward Fund, a partnership aimed at increasing local home ownership.
"The SCEDC is committed to helping both our communities and companies grow," said Brian Doudna, executive director of the SCEDC, in a news release. "The Forward Fund is designed to address some of the barriers in the current housing market that started during the Great Recession."
While the land is geared toward single-family homes, there may be a lot for other types of housing from third-party developers, according to the release. The parcels are owned by Whispering Pines of Plymouth LLC, according to land records.

Construction for the project is slated for late 2025 or early 2026.
The SCEDC has two other housing projects — Founders' Pointe , a 54-home community in Sheboygan Falls that's on track to finish by spring 2025, and Founders' Pointe Neighborhood, which could start construction in the fall. Its efforts are supported by $2 million ARPA funds for housing and several millions of dollars in donations from Johnsonville, Sargento Foods, Masters Gallery Foods and Kohler Co.

Though a recent housing study focused on the housing needs in the city of Sheboygan, with a high estimate of more than 5,000 units, Plymouth has found a need for more housing, too.
Plymouth is working toward a new housing study and action plan to guide future projects, but a need for 604 detached single-family homes by 2042 was projected in the 2022 Comprehensive Plan from the city and the Bay-Lake Regional Planning Commission .
