The family of a woman killed by an Immigration and Customs Enforcement officer has filed two federal civil lawsuits, including one against the officer and top officials in President Donald Trump's administration.

Renee Good, 37, was fatally shot in Minneapolis on Jan. 7 by ICE officer Jonathan Ross as she appeared to attempt to drive away in her vehicle. Ross was later moved to another state after an initial three-day administrative leave.

The first lawsuit filed Thursday names the U.S. government as a sole defendant under the Federal Tort Claims Act. The second suit alleges a conspiracy to interfere with civil rights by federal officials; it names Ross and top Trump officials, including White House deputy chief of staff Stephen Miller, top border official Tom Homan, and former Secretary of Homeland Security Kristi Noem, "for their respective individual roles in the operation that led to Renee's death."

Good had been observing ICE operations that day after immigration-enforcement officers flooded Minneapolis to harass and snatch people off the streets. Later that month, federal agents fatally shot  Alex Pretti, a 37-year-old intensive care nurse .

Good, a mother of three, appeared to be attempting to reverse and drive away in her Honda Pilot when Ross opened fire. Video shows Ross, who was wearing a mask, firing into her windshield, then firing two more times through her driver's side window.

Ross also filmed video of the deadly encounter with his cellphone. At one point before she was killed, Good said calmly to the officers blocking her path: "I'm not mad at you."

The lawsuit against the U.S. government seeks damages for her death and "the immense suffering Renee endured in the final moments of her life and for the profound and permanent losses that her death has inflicted upon her family," according to a news release filed by attorneys representing Good's family.

The second lawsuit alleges the shots fired by Ross "were the predictable and intended product of the operation." That lawsuit is seeking a jury trial.
