WINNIPEG, Manitoba– Canadian regional carrier Perimeter Aviation and its Bearskin Airlines division have completed the implementation of Maxamation’s Aviator revenue management (RM) system, marking another sign that sophisticated airline revenue optimization technology is increasingly being adopted by regional carriers serving remote communities.
The rollout follows on-site training in Thunder Bay, Ontario, where Maxamation specialists worked directly with Perimeter’s revenue management team to integrate the cloud-based Aviator platform into the airline’s daily commercial operations. The deployment enables the carrier to automate competitive pricing responses while optimizing seat inventory across two distinct regional networks.
Perimeter Aviation selected Australia’s Maxamation after evaluating revenue management solutions based on functionality, ease of use, and the company’s training and support capabilities. During implementation, the companies customized the platform to accommodate the unique fare structures common in Northern Canadian markets, where community-focused pricing often differs from conventional airline revenue management models.
“Aviator has given our team the tools and confidence to manage revenue more strategically,” said Leeann Organ, Vice President of Network & Revenue Management at Perimeter Aviation. “The platform has enabled us to effectively manage two distinct regions, each with its own market dynamics, while maintaining a consistent approach to revenue management. Maxamation’s hands-on support made the transition seamless, and the benefits have been clear across our first months of operation.”
Paul Harvalias, CEO of Maxamation Vancouver, who led the training program, said working with Perimeter highlighted the flexibility required for regional airline operations.
“Their deep knowledge of northern aviation, combined with Aviator’s flexibility, allowed us to tailor the system to their market and set them up for lasting success,” Harvalias said.
Supporting Northern Communities
The implementation reflects the evolution of two of Canada’s longest-established regional airlines.
Perimeter Aviation was founded in Winnipeg in 1960 as Canada’s first private Instrument Flight Rating school before expanding rapidly into commercial aviation. Bearskin Airlines, established in 1963 and named after Bearskin Lake First Nation, began operations with floatplanes and ski-equipped aircraft serving remote Indigenous communities across Northern Ontario.
The two carriers merged in 2018, with Bearskin Airlines becoming an integrated division of Perimeter Aviation.
Today, the airline group operates a fleet of 38 aircraft serving 28 destinations throughout Manitoba and Ontario. Beyond scheduled passenger services, the company also provides air ambulance operations, charter flights, cargo transportation, and aircraft maintenance through its Approved Maintenance Organization.
The airline’s Dash 8 fleet has completed more than 180,000 flights since entering service in 2006, underscoring the scale of its regional operations.
Perimeter Aviation has been part of Exchange Income Corporation since 2004 and operates major bases in Winnipeg and Thompson, Manitoba, along with Sioux Lookout and Thunder Bay, Ontario.
Revenue Management Reaches Regional Airlines
The deployment also highlights a broader industry trend in which advanced revenue management systems, once primarily used by major network carriers, are becoming more accessible to regional airlines.
Modern revenue management platforms automate seat inventory controls, analyze booking trends, monitor competitor pricing, and optimize fare availability to improve flight profitability. Cloud-based systems such as Maxamation’s Aviator have lowered the cost and complexity of implementing these capabilities for smaller operators. According to the company, Aviator is now used by more than 60 airlines worldwide, with cloud deployments continuing across its customer base.
Headquartered in Sydney, Australia, Maxamation was founded in 1997 and provides airline revenue management software and optimization services through support centers in Asia, Europe, North America, and South Africa. The company has expanded its presence among regional airlines in recent years, with customers across North America, Africa, Asia-Pacific, and Europe.
For Perimeter Aviation, the implementation is expected to improve pricing decisions and operational efficiency while supporting its mission of maintaining reliable air links to remote Northern communities where aviation remains an essential transportation lifeline.
