Dear Community Members,

A quarter of the school year finishes this week! Hopefully schedules are gaining rhythms; college and post secondary applications are nearing completion; literacy lessons are building reading skills; students are prepping for post-season sports competitions, and fall theater arts productions and music ensemble performances; and more. 

I’m aware that for some students and families, there has been confusion about secondary courses’ gradebook practices this week, as quarter assignments and grades wrap up. I’ve tried to share what I’ve learned as I worked with the Superintendent to clarify situations. My work right now on the Board’s revision of the grading policy includes creating consistent gradebook practices, as well as consist technology supports.

Also, it’s time to vote! 

While Presidential elections are known as a prime voting time, in Virginia, it’s also simply our annual exercise in democracy - we vote every year in November elections in Virginia.I’ve been thinking about how this is actually an excellent opportunity that we voters have in Virginia, because each year, we get to consider the people who represent us when making decisions about how our public monies are spent, and the values they bring to these decisions. So please don’t be a stranger to the polls after this Election Day - next year we vote for a new Governor. See below for information about voting in this election, including early in-person voting at locations around the county. 

Speaking of elected officials, earlier this month I led the School Board’s convening with state and federal representatives, to provide a legislative briefing on policy matters critical to the success of our students, and Fairfax’s economy and future. As the Board’s State Legislative Liaison, this continues to be a focal point of my work - especially as the General Assembly prepares to convene in January for its session. 

I also had a beautiful intermixing of the personal and professional earlier this month, when I hosted a long-time friend who is a fellow at  The Rowland Foundation , which invests in teacher-driven, transformational change. She is researching best practices for literacy intervention in secondary grades with struggling readers; and multi-tiered systems of support (MTSS), which also relate to individualized student interventions. Leaders and educators at Langston Hughes Middle School, South Lakes High School, Luther Jackson Middle School, and Cooper Middle Schoolgraciously hosted us for observations and conversations. All appreciated the “gift of time” to discuss education practices. It was a true delight for me to be immersed in these conversations and think more deeply about practitioners’ experiences.

Finally,  community engagement sessions are beginning soon as part of the school boundaries process. Anyone is welcome at any meeting. I am particularly focused on attending the meetings for Region 1 and Region 5 schools, where Hunter Mill residents live. The schedule of meetings is expected very soon, and will be shared on the  FCPS boundary work website here . Meetings will conclude before the winter holiday school recess in December.

Two Critical Issues Facing Virginia's Public Schools

1. Funding Formula Reform:

The Virginia General Assembly is currently reviewing a 2023 report that highlights significant flaws in the state's education funding formulas. These formulas have been chronically underfunding schools, leading to inequitable resource distribution. As discussed in a recent subcommittee meeting, lawmakers are now considering potential reforms to address this issue.

2. Changes to School Accountability Standards:

The Virginia Board of Education has recently implemented sweeping changes to the Standards of Quality (SOQs), which govern how schools and school divisions are evaluated. These changes raise concerns about their potential impact on school accountability and student outcomes.

📈 2024 Virginia Accreditation and SAT Outcomes

In the Academic Matters portion of the October 8 School Board meeting, Dr. Reid discussed the 2024 Virginia Accreditation and SAT Outcomes . These results show that the hard work of our students, staff members, and families is paying off. 

In FCPS, 192 schools (98.5%) are fully accredited, and just 3 schools (1.5%) are accredited with conditions. These numbers are much better than the Commonwealth as a whole, where only 1562 schools (86%) of all schools are fully accredited, and 254 schools (14%) are accredited with conditions.

Additionally, FCPS continues to outperform the Commonwealth and the nation when it comes to SAT scores. The average SAT score in FCPS is 1178 compared to 1101 in Virginia and 1024 nationally. FCPS had a 69.0% participation rate, while Virginia had a 52.4% participation rate.

Tution-Free Summer Residential Learning Opportunity for 10th and 11th graders!

The Governor’s School is an enriching Virginia program designed for highly motivated students who are looking for a challenging summer experience. It occurs over the summer, on-location at a Virginia college or university. FCPS pays the tuition for all students. Students are responsible for special program fees, transportation, and incidentals.

Indigenous Peoples' Day

I remain proud to have brought Indigenous Peoples’ Day as a recognized observance in FCPS, for Board action and passage in 2020.

This resulted from educative and collaborative advocacy by parents and teachers. I listened to them, and I learned that this was the right change to make.

A resource that taught me a lot was the book, “An Indigenous People’s History of the United States”, by Roxanne Dunbar-Ortiz. There’s also a youth edition. I highly recommend it.

Disability History and Awareness Month

In Virginia during October, Disability History and Awareness Month activities provide an opportunity to create greater public awareness for individuals with disabilities, with the goal of full inclusion in our community. 

Hispanic Heritage Month

From September 15 to October 15 we recognized and celebrated the histories, cultures, and contributions of the members of our community whose ancestors came from Spain, Mexico, the Caribbean, and Central and South America.

National Bullying Prevention Month

Bullying in Students Rights and Responsibilities is defined as: “Any aggressive and unwanted behavior that is intended to harm, intimidate, or humiliate the victim; involves a real or perceived power imbalance between the aggressor or aggressors and victim; and is repeated over time or causes severe emotional trauma. “Bullying” includes cyberbullying. “Bullying” does not include ordinary teasing, horseplay, argument, or peer conflict.”

National Family Engagement Month

This month reminds us that families are children's first and most important teachers, advocates, and nurturers. Strong family support is vital to student well-being and success. 

FCPS has many resources designed to increase engagement and partnerships with families while fostering academic success and social-emotional growth.

Additionally, every school has a family liaison who will welcome and orient families, and help them understand the school's culture, policies, procedures, and practices. They can help connect families to resources in the community. Family liaisons might also assist a family in transitioning to a new school and encourage family-school partnerships to help ensure their student's success and healthy development.

National Career Development Month

By enrolling in a Career and Technical Education (CTE) course or program, students learn the technical applications of many occupations while preparing for higher education or entry-level employment. A core program of CTE courses is offered in every middle and high school. Based on the needs of the populations served, each school determines optional courses to be offered. Dear Community Members,

I want to be sure you know where to go for accurate and useful information about what is happening in our schools regarding instruction and other vital components.

One place for information is the  Superintendent’s Opening of Schools report ( click here, then scroll down to access the PDF file ), which was presented publicly to the School Board. I found it very impressive as an at-a-glance type of resource.

Another resource is the Superintendent’s performance review about  FCPS’ Instructional Program. Each month, the Board publicly receives a report by the Superintendent on an aspect of the work being implemented – called an Executive Limitation, or “EL” report. In September, the focus was on EL #9, the Instructional Program ( click this link,  then scroll down for the PDFs of the presentation slides and the report). What you’ll see is a robust accounting of the breadth of work happening in FCPS. This, in alignment with meeting the goals of the Strategic Plan, is what the Board uses to hold the Superintendent accountable for educating each student to their personal success. The Board votes that the Superintendent is in compliance, or not, with each EL, creating a public record of accountability-tracking that is used for continuous improvement.

It's important that we look to reliable sources for information, especially with the forthcoming changes to the state’s accountability measures of public schools – measures that will over-identify schools as failing to meet the mission of educating students for life-long success. Please keep your eyes peeled for more information from your local sources, including myself, the Superintendent, and other FCPS communication avenues.

My priority areas of focus continue to be:

• Legislative advocacy to get the money from the state to fully fund our schools – including leading the Board’s upcoming meeting with the delegation of state elected officials representing Fairfax in the General Assembly
• Secondary coursework grading policy updates, for Board approval in November, so the Superintendent can deliver consistent implementation of grading practices across FCPS
• Facilities, including how to expand available revenue so needed upgrades can happen sooner
• Safe routes to school, including expediting needed county and state improvements of dangerous crossings and intersections, and securing future crossing guard services that remain unconfirmed by Fairfax County Government

🚧 School Board Updates and Recent Work 🌿 Major Facilities Upgrades at Middle & High Schools

Outdoor classrooms are coming to more FCPS schools! Following a School Board vote on September 26, 10 middle schools and 12 high schools (22 total) will soon have new outdoor learning spaces, thanks to one-time state funding!! (The approval happened in three Board agenda items:  5.05 ,  9.05 , and  9.06 .)

I’m especially thrilled that so many students attending schools I mainly represent in the Hunter Mill district will receive this benefit: 

This includes these middle schools:  Herndon, Kilmer, Thoreau

And these high schools:  Madison, Marshall, Oakton, South Lakes, Westfield

This is an investment I championed, which led the Board to allocate funds in 2022. However, delays emerged with county permitting. But finally, these plans were approved in June 2024 for permitting, allowing contracting for the work to be established. The Board’s recent vote awarded construction contracts for installing 22 outdoor classrooms; 15 remain to be contracted and installed.  

Learning outdoors is research-proven to positively affect an array of student learning experiences and outcomes, as well as health! The intention with these additions is to bring consistent, equitable access to outdoor learning in our schools. Educators are already learning how to maximize these outdoor opportunities, and implementing these as possible. Outdoor classrooms will be accessible for students with disabilities and physical challenges, and include seating, rain barrels, accessible garden beds, and other features. Expansion to elementary schools will depend on future funding. Stay tuned! 

🚽 Also, the  Board approved the contract on September 12 , to have  real bathrooms installed at 14 high schools, including South Lakes, Marshall, and Thomas Jefferson. The Board initially approved the allocation of money in August 2022. However, delays emerged with county permitting. But finally, these plans were approved, allowing contracting for the work to be established. Expected completion for all is by fall 2025, in time for next year’s school year and fall sports season. The funds come from the capital bonds that are approved only by the public, by voting “yes” on the ballot during annual November elections.

Hunter Mill Happenings 📸 Athletics Around Hunter Mill

I’ve loved seeing our student athletes bring their most competitive games to the fields and courts this fall!

Boys volleyball continues to be thrilling. I’ve enjoyed several games – check out some of the moments from the game between  South Lakes HS and  Madison HS, in the photo collage up top. The play has been filled with energy and teamwork.

I’ve also attended football games, where our students are giving their all not only on the gridiron with the clock running, but also on the sidelines and performing at half time. The  South Lakes HS Homecoming was early this year, but the parade and game night activities were in full force. For something really special, see this local Fox 5 News  “Friday Night Live”  coverage of the game! The festivities continued the next night, with the Homecoming Dance – which, for the first time, included a sensory-friendly portion! The first 30 minutes of the dance had music at a lower volume, with lights kept on, for a limited the number of people in the physical space. What an inclusive offering for the Seahawks!

At  Madison HS, it was a fierce competition between Madison and  Marshall HS, at a game in September. Madison earned the win – perhaps the bounty of cheerleaders helped, since it was a special night to host budding cheerleaders from the local league! 🌐Celebrating Global Learning at Thoreau Middle School

Thoreau Middle School’sFrench teacher, Shannon Evans, is dedicated to global education. She recently hosted a Senegalese teacher as part of a global exchange program. Her previous Fulbright experiences in Morocco and her recent award for Distinguished Teaching in Morocco have furthered her commitment to global citizenship and cultural appreciation. 🏆National Merit Semifinalists

Congratulations to the many Hunter Mill students who have earned being a semifinalist for the National Merit Scholarship! This is a tremendous achievement, obtained through much hard work. I wish you continued success in this school year ahead, and on to the final scholarship awarded later in the school year by the National Merit Scholarship Corporation.

Louise Archer Elementary School Renovation Update 🏫✨

Construction workers at Louise Archer Elementary Schooldiscovered a historic wall from the original 1939 building. The wall will be restored and incorporated into the new lobby design, along with a mural of Louise Archer. This exciting find connects our school's rich past with the present and honors its namesake!

🔒Gun Safety and Safe Gun Storage

Providing students and staff with a safe educational environment remains our priority. Sadly, gun violence continues to impact schools and communities across our nation.

In FCPS, lessons on gun safety are built into our curriculum. It is critical that parents and guardians talk to their children about the importance of gun safety and safe gun storage in their homes, and in any home they may visit. 

The FCPS website has  gun safety resources  as well as information about safety and security practices at schools. See  Dr. Reid’s recent letter to the community  for more resources. 

Safely Store Firearms and Medications

The  Fairfax-Falls Church Community Services Board  has a limited supply of free locking medication boxes and trigger locks that fit a wide variety of firearms. Visit the  Lock and Talk website  to learn more.

Virginia's Firearm Safety Device Tax Credit law provides a $300 individual filer, or $600 for joint filers, non-refundable tax credit for the purchase of a firearms safety device. This can include everything from gun locks to gun safes.  Basically, a family can receive a free gun safe after the tax credit, something that is widely unknown.

College Fair and Look to the Future Events

The annual FCPS College Fair will be held on  Sunday, October 20, at George Mason University’s Eagle Bank Arena from 4:00-6:30 p.m. Approximately 220 colleges and universities will be represented, including two and four-year colleges and US Service Academies. Following the fair, the Two-Night Postsecondary Virtual Event will be held on  Monday, October 21, and Tuesday, October 22, from 5- 8p.m. Both events will help students be better prepared for the next chapter of their educational journey. Dear Community Members,

In the nearly 20 schools I’ve visited this school year, what I’ve heard from students, families, and staff is that the start of this year is going very smoothly. I see it with my own students, too.

And yet, some tragic and unignorable events happening in our own Hunter Mill and Fairfax community, and those involving school children in Georgia, dampen the strong start. The Superintendent and school principals have delivered messages about these security-related incidents. However, as a representative for our community, I’ve sought to engage with the Superintendent, principals, PTA leaders, and parents to address questions as I can. The concerns and needs continue informing my work and advocacy for investments in school safety, including for facilities and for staffing, for security and mental health and social emotional support of our developing children.  

On another note, please know that the following are top areas of focus in my work at the moment:

• Legislative advocacyto get the money from the state, to fully fund our schools – including attending a statewide School Boards meeting this month to further rally on action plans in advance of the January General Assembly session; I also continue raising awareness about drastic changes forthcoming to state accountability measures of students’ success, as addressed in this WTOP article and to detrimental trends like those happening in Houston’s schools, as I discuss in my article here
• Secondary coursework grading policy updates, for Board approval in November, so the Superintendent can work in more detail on future implementation; among other things, I want to be sure that grading processes do not adversely impact students during their high school years as we seek to make the approaches better
• Facilities, particularly to get clarity on the status of our facilities – instructional and athletic – and how upgrades are being scheduled and funded 

Also, work on middle school start times and school boundaries continues by the Superintendent, and the Board will receive public updates when information is available.

I look forward to attending fall sporting events, and other happenings. Please feel free to inform me and invite me!

Invitation: Community member sought to serve on the Instructional Resource Review Committee

Help me identify future social studies instructional materials! Exact application process is forthcoming, but in the meantime here’s the opportunity:

FCPS is engaging the basal resource (e.g. textbooks, online materials) adoption process for Social Studies. The process, governed by Regulation 2004.5, includes a deep review by an Instructional Resource Review Committee, comprised of representatives from a variety of stakeholder groups - teachers, administrators, and community members. The process may lead to identified social studies resources for some or all grade levels and courses in school year 2025-2026. These resources will then be available for a 30-day public review period, before being approved, or not, by the School Board.

We're seeking someone in the Hunter Mill District who can occasionally meet by phone. Appointed community representatives must be able to meet on the following dates and times for a total commitment of 20 hours:

October 29, 2024, 8:00 a.m. - 4:30 p.m.
November 6, 2024, 3:30 p.m. – 8:30 p.m.
November 13, 2024, 8:00 a.m. - 4:30 p.m.

Participation on the committee requires the following:

• Attendance at all meetings
• Review of submitted resource materials
• Engaging in discussions about the materials
• Responding to email communication
• Keeping confidential the information reviewed and recommendations made

Please stay tuned for more information on when and how to apply. The School Board will approve committee members at a public Regular Meeting.

Student Leadership Opportunity with the School Board!  Invitation: all 9th, 10th, and 11th graders!

Twelve students will be selected to work with the School Board on how FCPS is governed, and participate on advisory committees to the School Board - including seeking election as the student representative on the School Board.

Who can apply:Any FCPS high school student in grades 9, 10, or 11 during the current school year (2024-2025), in good academic standing, and who is interested in law, government or public policy.

If selected, student leaders will participate in the program on these dates:

• Group orientation (December 2024) 

• School Board Forum or Committee Meeting (January – March 2025) 

• School Board Work Session (January – March 2025) 

• Mock Forum (Spring 2025) 

• Mock Work Session (Spring 2025) 

• Program Completion Ceremony (June 2025) 

Important Dates:

September 30:Students submit an application to the school’s Principal. 

Students shall submit 1) the brief application, 2) program requirements form, and 3) one-page statement of interest to their principals by September 30, 2024. The materials can be downloaded here ; electronically-fillable documents are forthcoming soon.

October 15:Principals submit applications to the School Board.

November 15:Selected student leaders and remaining applicants are notified by email from the School Board Clerk. 

💰Local Investments – from 8/29/24 Meeting

Madison High SchoolTennis Courts: The Board approved a $97,625 contract to complete the refurbishment of five tennis courts at Madison High School – a project already underway – after it was found that the ground beneath the courts was very soft and would sink due to the pressure of the paving equipment on its surface (details – here .).

💰Financial Year 2024 Year-End Investments

Following its annual audit, FCPS had $92.3 million un funding from fiscal year 2024 (July 1, 2023 – June 30, 2024). The money is the result of funds that had been budgeted to be used but weren’t actually used. Reasons for this can vary, ranging from positions that weren’t filled or money that didn’t have to be spent because the division received a grant. It is also best practices to have some money remaining to carry over as a starting-balance into the new fiscal year. The School Board voted publicly on August 29 to invest this money strategically, including for extended special education teacher contracts, achievement gap-closing strategies, the DROP program to retain experienced educators, and our new boys volleyball and girls wrestling programs.

Other Info of Interest Superintendent Community Conversations

FCPS Superintendent Dr. Michelle Reid hosts a series of Community Conversations throughout the school year. The events are opportunities for you to share your thoughts and ask questions, and each meeting is open to all. 

As a listening leader, connecting and engaging with community members across our division is critical to Dr. Reid.  

Superintendent Community Conversations will be held in each FCPS Region. A full schedule is found here ; including the one hosted nearby to Hunter Mill residents, at Herndon Middle School, on Wednesday, October 30, from 6:30 - 7:30 p.m.

Pre-registration is not required. Childcare and language interpretation services will be provided.

Hello Community Members!

With the first week of the school year completed, I hope all are adjusting well to the rhythm of the daily school schedule.

I visited over a dozen schools in the first week of school, and I consistently heard from students and families that things were going smoothly, without major challenges. It is no small feat for 183,000 students and 45,000 employees to begin the school year smoothly!

Several schools serving Hunter Mill students began the year welcoming wonderful new school leaders, for a variety of personnel reasons, including retirements: South Lakes HS, Floris ES, Forest Edge ES, and  Westbriar ES.

Some of you may be aware that on the second day of school, there was a targeted violent crime of one person on another, at a Reston business. This occurred at dismissal time for several nearby schools. FCPS protocols for keeping students and staff safe were implemented. Through my follow up after the incident with several stakeholders involved, I do believe that the situation was handled safely; however, clearer and more timely communications with families is desired in these terrible situations, even if it is to reassure the safety of the people in our schools. I’ve relayed this to the Superintendent, and believe this will be improved. Thank you to our FCPS security team and the Fairfax County Police Department for responding in full force.

Lastly, I must inform you of two state-level developments that threaten the support and success of our public schools in Virginia.

First, Governor Youngkin and his education administration of the Virginia Department of Education (VDOE) were  silent about the achievements of the majority of FCPS students on standardized tests (the Standards of Learning, or SOLs), during a media conference he called about the subject. Of note, FCPS is the largest school division in Virginia, educating 14% of the public school students in the Commonwealth, and the third largest employer in the state. At the same time, local media misrepresented FCPS students' achievement on outdated SOLs in writing (110 students) and history/social sciences (474 students) - while tens of thousands of students took VDOE-approved alternative assessments and continued to perform extraordinarily well.  Our Superintendent addressed this omission in her letter here, which is well worth reading . This selective data-reporting by Virginia’s leadership is a disservice to students, teachers, and taxpayers.

Second,  the Governor’s appointed State Board of Education voted Wednesday (8/28) to change the established standards that measure school and student performance, at unprecedented rapid speed and without dedicated funding resources for this major transition. The changes reposition how local schools will educate students, reverting instruction back to the defunct practice of using high-stakes, standardized testing as the measure of student learning.  Please listen here to the public remarks I made Tuesday , denouncing these changes and the process used to make them. Look for more information in Superintendent Michelle Reid's Weekly Reflections email, which is also then posted on the FCPS News Website, here .

At the same time, the state Board has been silent on needed funding to meet  any  state standards, despite  the 2023 report confirming decades of underfunding of Virginia’s public schools .

Like all school divisions in Virginia, FCPS must try to make sense of these new state directives in anticipation for implementation in the next school year (SY25-26). Our options are limited for trying to counteract this change at this time; however, you can support our public schools in these ways:

1. Contact your  state elected officials to share your concerns and ask for their help. You can locate your state elected officials by  inputting your address into this link here , and seeing the results on the left side of the page.
2. Share information about what is happening with your community members and networks. Help people be in the know.
3. Stay awareof forthcoming information from FCPS.

🚧School Board Updates and Recent Work Academic Grading Practices Being Reviewed by the Board

The Board met publicly this week to review grading practices used in our secondary grades for credit-bearing classes – basically, the classes that will go onto a student’s transcript and become critical indicators for entry into higher education after graduation. Please find the materials from the  August 27 meeting portion about grading practices here.

I arrived at this conversation having reviewed input shared ad hoc with me over the past months and even years, from students, families, and staff. I also had thoroughly reviewed prior, the report of the Secondary Grading Advisory Committee and the Handbook shared for the August 27 meeting. You can also see what I shared in  December, here,  about the adoption of the 100-point scale, with 50% as the lowest passing grade for submitted assignments, for all high school credit-bearing classes, which went into effect this school year (SY24-25).

Legislative Agenda: a Roadmap for Advocacy in Richmond

As the Board’s state Legislative Liaison, I worked with staff to bring this year’s the annually-updated “Legislative Program” to the Board for consideration, on August 27. This document becomes a valuable resource for the Board as well as other elected officials at the County and State levels, to state the school division’s priorities for legislative action. The School Board is hosting a public meeting with the Fairfax delegation of state representatives on October 8, at 8:00am at the Gatehouse Offices café, to advocate for this agenda.

Relatedly, I am heading to Chesterfield, Virginia, near Richmond, in mid-September, for the Virginia School Boards Association meeting on legislation, so I can continue working to  Get The Money with colleagues across the Commonwealth.

Student Leadership Development Program with the School Board

The School Board is accepting applications for the Student Leadership Development Program, open to any high school freshman, sophomore, or junior in good academic standing. The program is for students interested in a future in law, government or public policy. Twelve students will be chosen to work closely with the School Board to how FCPS is governed and will give the students opportunities to participate on various advisory committees to the School Board, and even to seek election as the student representative on the School Board.

Hunter Mill Happenings Madison High School Featured on First Day of School News Clip

Senior Sunrise at Madison High School kicked off the year with a burst of excitement. This vibrant event set a positive tone for the year ahead, celebrating the start of their final high school chapter. They were featured on WUSA9 News !

New Leader at Rachel Carson Middle School, and in FCPS Region 5

Mr. Donald “Tony” Washington is the new principal of Rachel Carson Middle School, effective September 3, 2024. Mr. Washington is an experienced instructional leader, collaborator, and relationship builder with over 20 years of experience working in Fairfax County Public Schools. Mr. Washington takes the helm at Carson after former principal, Mr. Gordon Stokes, began in the position of Executive Principal of FCPS Region 5 this summer. 

Region 5 is pleased to announce Gordon Stokes as Executive Principal for Region 5. With a distinguished career marked by exceptional leadership and a commitment to educational excellence, Mr. Stokes has demonstrated a proven track record of success to his new role as Executive Principal. Mr. Stokes brings a wealth of experience, from his initial days at Carson teaching U.S. History in 1998, to President of FCPS’ Middle School Principals Association.

Each of FCPS’ six Regions have two Executive Principals and a Regional Assistant Superintendent (RAS). Most Hunter Mill constituents live in FCPS’ Region 1 and Region 5, which are unrelated to local government / election designations or zones.  

🚍New bus service from north Reston to South Lakes High School

This school year, the public Connector bus will offer shorter transit times from north Reston to right near South Lakes High School– free for students with a pass! Each January, during the course selection process for the next school year, I hear from parents asking for school bus service for their students in north Reston who are zoned for Herndon HS, but want to participate in the International Baccalaureate (IB) program that is offered at South Lakes HS. Current policy doesn’t allow for school bus transportation in this situation – and this is a problem I am working to correct long term. (Please note that the Superintendent’s current review of school boundaries county wide can offer a solution.).

To find a short-term solution, I contacted Walter Alcorn on the County Board of Supervisors, who oversees the County Executive charged with managing public bus service, to see if route changes could be made so our students could have public transit as an option. At the time, the route in place was nearly an hour to go across Reston, and I knew this wasn’t good enough for our students who have busy schedules and need that morning time especially to sleep. So I brought our FCPS Chief Operating Officer and our Executive Director of Transportation to the table with Fairfax Transportation staff, and after discussions this summer, a new bus schedule was designed! The new schedule almost halves the time the previous route took from north to south Reston, making using the Connector a real option for students. The bus routes are 558, RIBS 2 ,and RIBS 4. The scheduled travel time is now less than a half hour, including a quick transfer at Reston Town Center for the RIBS busses.

FCPS has tools to help parents know more about their child’s activity on any FCPS device. These tools are provided at no cost to families by Lightspeed, the school division’s internet content filtering service.

Parents may sign up for a weekly Parent Report , which will provide a list of the top sites their child visited. The report also offers parents the ability to sign up for free access to the Internet Use Parent Portal. Through the portal, parents may pause their child’s access to the internet on their FCPS device during non-school hours.

Dear FCPS Community,

Here we are, on the brink of a new school year! I hope you are taking advantage of the time remaining before the first day to prepare your students, yourself, and your home for the learning to come in the year ahead. My family is preparing to have our first high school student in FCPS! This is extra special for me, as my career in education policy has mainly focused on early and elementary ed - so I expect to learn a lot this year, as a parent and a School Board Member!

One aspect I'm most interested in includes academic grading practices, as I join many students, staff, and families in desiring clarity and consistency in this area. *Note the information below about the upcoming Board work session about academic grading.

I also continue observing the course selection process in the context of the total high school experience that leads to a clear path after graduation. This trajectory must be clear as early as sixth grade, and I continue advocating for information that helps students, families, and staff navigate this multi-year pathway.

Additionally, our high school have large student enrollment numbers, and this connects with many advocacy areas I'm passionate about - including smaller class sizes, and safe and modern learning facilities. This all relates to the boundary study work the Superintendent is undertaking, via direction of the Board's updated policy adopted on July 18 (no specific boundary changes are being discussed by the Board - see more information below). Now I'll try to be cool and not be *too* interested in her high school experience, but no promises.😉

Also, the school year begins a cycle of new assignments for School Board Members. As I mentioned a few months ago, my role as Vice Chair is now finished, having served for the first part of this year to help with on-boarding my new colleagues at the start of this four-year term. Now, I am serving as the liaison to the Board's Advanced Academic Programs Advisory Committee ( AAPAC ), and on the Public Education Committee that is a standing work committee of the Board.

I'm very excited to be leading the Board's state legislative work, as Legislative Liaison. I'm also our Board's Delegate to the Virginia School Boards Association (VSBA), in addition to continuing as the Vice Chair of the Northeastern region of VSBA , which includes 13 school divisions. As such, I spent time in Richmond and in the Hampton Roads area this summer to connect with colleagues. 

On that note, please know the Virginia Board of Education is finalizing a new school accountability system this month that will likely over-identify schools as failing in their goal to educate students,painting an inaccurate picture of public education in Virginia. I am extremely concerned that with this change, public schools are being set up for state takeover to remove local control of parents and the communities who know best what their local schools need. The Governor-appointed state Board Members approved the standards by vote over summer recess with minimal announcement, so I am working with fellow Board Members and the Superintendent to gather more information. I will be sharing updates with you, because our strong schools need our strong community now more than ever. Finally, I begin the new school year with a new Staff Aide! Christopher "Chris" Pinkerton joined me in July! Chris is no stranger to the Hunter Mill District and FCPS, having worked at Thoreau Middle Schoolas an Executive Assistant to the Principal. The smooth transition he's provided into this role has allowed me to continue my work and to be responsive to constituents. Welcome, Chris!

🚧School Board Updates and Recent Work Boundary Policy Updated to Maximize Facilities for Learning & Work – I championed phasing / “grandfathering” of students

Policy work is a core part of my role as a School Board Member, as policy expresses the values of the community, codified so the Superintendent can implement and operationalize these values into budgetary decisions and action. I had supported the review of the boundary policy that began at the start of 2024, knowing that a revised policy and county-wide boundary review were both long overdue.

As such, I was disappointed to have to vote “No” for the updated boundary policy at the  public Regular Meeting of the School Board on July 18. I had proposed, with a colleague, to provide parents options for “phasing” or “grandfathering in” of students in certain pivotal grade levels- that is, families could choose to stay in a current school or move to a new-boundaried school in the final year of elementary school; during the short middle school grades; and then in 10th, 11th, and 12th grades since a student would already be situated in high school. While this amendment had support prior to the Board meeting, at the dais, the majority of the Board did not agree. I felt it was so critical that students and families who I represent be offered these choices, that I could not vote to support the overall policy.

As the Superintendent collects data about boundaries and presents to the Board publicly, I will continue appealing to my colleagues for a phased approach outlined by the Board – which could include an update of the boundary policy in the future. Collective Bargaining Certified, a First in FCPS 

The School Board  publicly certified the results  of FCPS employees seeking to participate in collective bargaining. The Fairfax Education Unions (FEU), is the exclusive bargaining agent for the Operational and Licensed Instructional bargaining units. This new process for FCPS – and Virginia – continues forward.

Welcome New Student Representative to the Board, Megan Sawant

The School Board’s Student Representative for the new school year,  Megan Sawant , joined us for her first public meetings this summer! I’ve already had discussions with Ms. Sawant about her interests in bringing students’ voice to Board discussions and decision-making, and I am so pleased to be working with this thoughtful, smart, and engaging student!

Hunter Mill Happenings Over The Summer   Student Talent and School Spirit

At public School Board Meetings held over the summer, student performers showcased their talents and school spirit. On June 13th, the  Terraset Elementary School Tigers chorus delivered the National Anthem, to begin the Board’s public meeting. At the same meeting, we honored the VHSL State Champs!  🏆 South Lakes High School Boys Basketball team won its first-ever state basketball championship! Also at  South Lakes High School, the Girls Indoor Track & Field team won its first state title since 1988!

Then, Langston Hughes Middle School student, Jocelyn Looney, performed the National Anthem solo at the July 14 Board Meeting.

🛑Updates about Crossing Guards in Vienna

The Board of Supervisors, who oversee the County Executive’s management of public safety services, discussed options for providing crossing guard services to FCPS, after an announcement earlier this year that services would cease for FCPS school crossings in the Town of Vienna. While all previously established crossing assignments will be covered for this upcoming 24-25 school year, the County is considering alternate options for the future, including recommendations to privatize the service, turn responsibility over to FCPS, and continue as-is. I remain anxious to find a permanent solution to protect our students, families, and staff as they commute to and from our schools. Fairfax is growing in population, and more diverse than ever. FX 2023 demographics report. According to the 2023 Fairfax County demographics report, and shared by the County's Chairman of the Board of Supervisors, Jeff McKay, the county’s population is not only growing, but is also becoming more diverse with increases in our Asian, Black, and Hispanic populations. The growth in housing inventory and population that we see in this report also show rates that are in line with pre-pandemic growth rates.

Fairfax County's population has increased to 1,185,980 in 2023, representing a 1.1% increase from the previous year. The Census Bureau Vintage 2023 Population Estimates indicate that we have experienced a recovery in international inflow for the second consecutive year post-COVID-19, along with a slowdown in domestic outflow for the first time since 2018. 

• Student membership in Fairfax County Public Schools increased by over 2,000 students over the 23-24 School Year.  In May 2024, FCPS was educating 182,894 enrolled students. This is an increase of 2,088 students since September 2023. The number of students increased month over month throughout the year.

Limited Early Release Mondays for Elementary Schools

As a reminder, FCPS elementary schools will have limited early release Mondays during the upcoming school year. The goal is to provide elementary teachers additional time to meet new professional development requirements for the Virginia Literacy Act.

The Early Release Mondays Steering Committee held its first meeting on July 29. Topics included supervision of students, transportation logistics, schools’ master schedules, and setting the afternoon schedule for school staff.

Be sure to bookmark the FCPS school year calendar to keep track of school holidays, breaks, and observances:

• Days marked with a blue “H” are student holidays. Schools are closed on these days. 
• Days marked with an orange “O” are religious and cultural observance days (or evenings, if only half marked). There is school on these days, but certain events that cannot be made up may not be scheduled on these days. 
• Days marked in pink are holidays for students but working days for teachers and staff.

Note:Some holidays and observances, such as Eid al Fitr, may shift and the calendar may be adjusted.

🌎Educators from Around the Globe Arrive to FCPS for “Participate Learning”

This school year we welcome to FCPS 131 new ambassador teachers from abroad! This past year, there were approximately 21,000 applications for 750 positions in the Participate Learning program, from which several educators will be in our schools. So far, I’m aware that Fox Mill Elementary Schoolin the Hunter Mill district will have such educators! Their expected tenure is 3-5 years. The addition of this global learning experience is so exciting for our students and staff!
