Outcomes: 

Based on a baseline of 28% in Spring 2025, by Spring 2026, 70% of all students in grades K–3 will meet the Spring benchmark on the VALLS assessment.

Starting from a baseline pass rate of 39% in 2025, all students in grades 3–6 will increase the overall pass rate to at least 47% by 2026, with continued incremental annual growth leading to 100% by 2030.

Starting from a baseline pass rate of 39% in 2025, all students in grades 3–6 will achieve incremental annual growth leading to a 100% pass rate by 2030. Annual benchmarks are as follows: 2026 – 47%, 2027 – 59%, 2028 – 71%, 2029 – 85%, and 2030 – 100%.

Strategy 1

Improve integrity of implementation of core curriculum: tailoring instruction to meet student needs aligned with evidence-based literacy instruction (ex. classroom walkthroughs, CT planning, coaching).

Strategy 2

Increase access to rigorous evidence-based, grade-level curriculum through intentional use of scaffolds and supports in reading and writing lessons during tier 1 and 2 instruction (ex. Integrated ELD, GLAD strategies, FCPS resources for students with disabilities).

Strategy 3

Utilize routines and explicit instruction to intensify phonics and word study instruction in alignment with the core curriculum (ex. ECRI, Lexia, implementation guide resources).

Strategy 4

Increase the use of data to plan tier 3 instruction and monitor progress during intervention to ensure that students master foundational skills.

Elementary School Math 

Outcomes: 

Based on a baseline of 47% in Spring 2025, by Spring 2026, 70% of multilingual learners in Kindergarten will meet or exceed the Spring benchmark on the EMAS assessment.

Based on a baseline of 48% in Spring 2025, by Spring 2026, 70% of multilingual learners in grades 3–6 will pass the unadjusted Spring Math SOL assessment.

By Spring of 2026, 70% of students in grades 1-6 will improve grade level placement in Math (MAP).

Starting from a baseline pass rate of 59% in 2025, all students in grades 3-6 will increase the overall pass rate to at least 67% by 2026, with continued incremental annual growth leading to 100% by 2030.

Based on a baseline pass rate of 59% in 2025, all students will achieve incremental annual growth toward a 100% pass rate by 2030, ensuring all students demonstrate proficiency on grade-level standards. Annual benchmarks include: 2026 – 67%, 2027 – 75%, 2028 – 83%, 2029 – 91%, and 2030 – 100%

Strategy 1

Improve the integrity of implementation of core curriculum, and/or intervention programs by using FCPS-adopted resources with fidelity to align with the Framework for Engaging & Student-Centered Mathematics Instruction.

Strategy 2

Increase teacher implementation of explicit instruction and other components of effective mathematics intervention.

Strategy 3

Increase formal collaboration between classroom teachers and ESOL teachers to develop the language of mathematics through the use of embedded strategies during whole-group and small-group instruction.

Strategy 4

Increase the use of data to plan tier 3 instruction and monitor progress during intervention to ensure that students master foundational skills.

Eglish Language Progress

Outcomes: 

By the end of Spring 2026, the percentage of multilingual learners making VDOE WIDA Growth as measured by the WIDA ACCESS will increase from 51% to 56%

Strategy 1

Build teacher expertise in language development and high-impact instructional practices for MLs (e.g., GLAD, SIOP, structured talk).

Strategy 2

(Elementary) Increase collaboration among grade-level team members, including ESOL teachers, to proactively plan for scaffolds and support for instruction and assessment of multilingual learners that match the students’ English language proficiency (Benchmark Advance iELD and integrated language resources: language objectives, multilingual glossary, etc.).

Strategy 3

Establish and incorporate progress-monitoring routines to analyze the results of the FCPS ELD common assessments or Summit K12 assessments to monitor progress and revise students’ language goals and guide instructional decisions during tier 1 and tier 2 (additional language support).

Science

Outcomes: 

Grade 5 Science unadjusted pass rate will increase from 32% to 70% (unadjusted) in the 25-26 SY as measured by the EOY Standards of Learning Science Assessment. 

Strategy 1

Increase opportunities for English Language Development through use of embedded strategies during whole group instruction and intentional small group instruction focused on specific student needs.

Strategy 2

Increase content and/or pedagogy knowledge in science for all teachers (advanced, general, ESOL, special education).

Strategy 3

(Elementary) Increase student access to high quality science instruction through sufficient time on the master schedule and use of centrally-developed curriculum.
