Tool: create_prompt
Creates a new managed prompt. Saves the display_name, template text, system instructions, and inference settings (e.g. temperature). Use this to persist a prompt for future versioning.

. In CreateDataset request, a SavedQuery is created together if this field is set, up to one SavedQuery can be set in CreateDatasetRequest. The SavedQuery should not contain any AnnotationSpec.
