A new subaccount is inserted using a POST request to the specified URL with a user profile ID.
The request body requires an instance of Subaccount.
A successful response body will contain a newly created instance of Subaccount.
This operation requires the https://www.googleapis.com/auth/dfatrafficking
authorization scope.
