You must have the "Administrator" role to turn on API access.

Sign in to Google Ad Manager.

Navigate to Admin, then Global settings, and then Network settings.

Under "General settings," turn on (
) API access.

Click Confirm to accept the "API Terms and Conditions."
- Click Save. API access is not turned on until you click Save.
