This API call retrieves a single operating system using its DART ID.
The request uses a GET method with path parameters for the user profile and the operating system's DART ID.
The request body is empty, and a successful response returns an OperatingSystem
object.
Authorization requires the https://www.googleapis.com/auth/dfatrafficking
OAuth scope.
Gets one operating system by DART ID.

The URL uses gRPC Transcoding
syntax.
