For your questions, please consider the definitions of 0/0 and 1/0, clearly. If they are the normal or common definitions of fractions, we see immediately, they are undetermined and impossible, respectively.
In our viewpoint, they are definitions as 0, however, in general, we do not know their meanings, however, they were considered as generalizations of fractions. We see from many and many cases, our many formulas in mathematics and mathematical sciences, fractions are given in those generalized senses, like W = 1/z, in this case at z=0, W=0 is good.
The division by zero is essentially just definition. However, it is applicable widely.
