国際図書館連盟（International Federation of Library Associations and Institutions : IFLA）で障害のある人の図書館サービスに関わるのは「盲人図書館セクション」（Libraries for the Blind Section : LBS）と「特別のニーズを持つ利用者へのサービスセクション」（Section of Libraries Serving Disadvantaged Persons : LSDP）です。
以下のガイドラインも２つのセクションが中心で製作されたものが多いです。

このプロジェクトは3年前のもので、リポートの発行は2年前なんですが、
海外の図書館の障害者サービスの動向が日本語で読めます。
最新の情報は追う必要がありますが、とっかかりとして
読みやすいのではないかと思います。
