I have been to the House of   Councilors election

  7:00 A.M.

I was　the first man to arrive for the election.

It was a purpose to confirm a certain thing.

It had been expected that -

  it would finally notice immediately

before  voting for the ballot box ‥.

  They finally noticed immediately before-

voting for the ballot box. !

It had been forgotten that confirming to those-

who voted by coming first to vote that-

the ballot box was empty was important .

First, the election manager have to get the certificate -

of the first voter who recognise to see the box is empty .
