As a citizen of Japan, I believe I have a right and a very good reason to write to you and ask you NOT TO APPROVE THE LOAN TO SAKHALIN II PROJECT.
The project is a real threat not only to Sakhalin's pristine environment and its flora and fauna, but to entire Okhotsk Sea region including northern Japan. It’s threatening our back yard. Sakhalin is earthquake frequenting country and major oil leaks are almost inevitable. And in case of accidents, I am aware they would devastate thousands of salmon spawning rivers, marshes and shallow lagoons which support countless migratory birds traveling between Japan and Russia, including Steller's Sea-eagles which we are protecting nationally, and rich marine ecosystem on which we Japanese and Russian people as well as Steller's Sea Lions, endangered Western Pacific Gray Whales are so dependent. Even today, we are observing more than 5,000 sea birds killed by crude oil landed on the shore of Okhotsk Sea in Hokkaido. I am feeling personally threatened.
Furthermore, I am very much concerned that, if you approve the loan to this project, it would set the environmental standard for the rest of Sakhalin projects and eventually entire Okhotsk Sea Oil & Gas plans in the future. I am NOT CONVINCED WITH SEIC'S CURRENT ENVIRONMENTAL PRECAUTIONS AND PLANS. Your approval of the financing would be a big mistake for you and for all human beings at the turning point of this region.
If you still have to consider the financing, I would strongly suggest you to require SEIC:
2) to come up with concrete measures to cope with oil leak accidents (in every situation i.e. in sea with drifting ice, in shallow lagoons and rivers, etc. Meeting with Russian domestic laws is not sufficient in Sakhalin’s challenging environment.) 3) to come up with a concrete plan and budget to clean up all the facilities, structures and residue(chemicals) to recover the original condition of the environment after the last drop of oil & gas extracted (in 50-60 years)
I, as a stakeholder, need to hear SEIC’s answers on above before public money is even put on a table for discussions.
