社会保険庁が８日公表した２００４年の公的年金加入状況調査結果速報によると、０４年１１月末現在の国民年金の未加入者数は３６万２０００人で、０１年の前回調査の６３万５０００人と比べて約４３％減少した。
低所得者に対する保険料納付の免除制度の適用などにより、未加入者の加入を促してきた効果によると見られる。ただ、未加入者のうち「今後加入する意思がある」とした人は約２１％の７万６０００人にとどまり、未加入者の大半が事実上の加入拒否者であることも浮き彫りとなっている。
