It is quite surprising that none of the teachers left the school even after that sort of turmoil. However, I am more cynical about the situation…I think the staff members stayed, not because they are loyal, but they were not paid properly so they had decided to stay until they get proper pay – or payout if they were to leave.

I suppose it would be hard to get a new job immediately if they came back to their country. So,they chose to stay in Japan. Today's newspaper says their unpaid salary have priority to others.Therefore they might be able to get it.
