in all senses, 3.11 earthquake disaster will turn out to be a turning point in our country
. When I began to think what to place on this weblog in this March, I saw news about a proposed measure to mark March 11 as a memorial day
. In our country, September 1st is disaster drill day, on the day of Great Kanto Earthquake in 1923
. September 1st is usually the day when the semester of schools starts after summer vacation -except for in cold districts and some grades.
So I remember disaster drills were held on the next days of opening ceremony of the school term. But as long as I can recall, especially in the elementary school, I have an impression that we were taught group behavior more than how to protect ourselves from natural disaster
Although it's true that if children ran out in haste and toppled over like a file of dominoes in cases of emergency, it could be a disastrous accident. How are the things now? In one of the elementary schools in the stricken area of 3.11 earthquake disaster, while teachers lined up children, discussed what to do because the rule to evacuate to the mountain behind the school wasn't on their manual, They wasted about thirty minutes and as a result, many children were swallowed by tsunamis... On the other hand, in a school area where some junior high school girls and boys cried out to evacuate from tsunamis, all the children and residence who evacuated were safe. Have things changed in four years? Excuse me for straying... what I want to mention today is: What are they marking March 11 as a memorial day for?
No doubt that it's necessary to prevent lessons from earthquake disaster from fading and repeating the same tragedy. I used to feel this country is form-oriented -at least before I had psychotic depression.
Even if central government establish this "memorial day", sometimes it sounds doubtful whether they are working on reconstruction truly, what if it ends up as empty slogans? I cannot help being afraid that they will be complacent with just setting this "memorial day"
-In other words, we must not confuse means and purpose. Otherwise, this "memorial day" will turn out to be a blot in the history of our country, and trauma for survivors.
