In scratch, I noticed some people has boyfriends and girlfriends. I don't know whether that's allowed! I just want to make sure of the answer, because some people as young as 10 have online bf/gf's.

Scratch is not a dating site, so this is not allowed. Report any inappropriate comments if you see them.

Not just inappropriate ones — I'd suggest reporting any comments that say things like “This user is my boyfriend.” As correctly stated, Scratch is not a dating website.
